7. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/REDEVELOPMENT AGENCY BOARD

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council/Agency Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

7.1 Section – Motions -

A.

Mid-Year Budget Adjustment for Redevelopment Agency (RDA) Capital Budget for Fiscal Year (FY) 2006/2007 – Redevelopment Agency Board

Recommendation:
Approve by motion the amendment of the RDA FY 2006/07 Capital Budget as follows:

1. Transfer the Metropolitan Transportation Commission Housing Improvement Program (MTC/HIP) Grant of $387,900 from the Post Office Paseo Project (#803-71243) to a new capital project: “El Camino Real Grand Boulevard Improvement Project” (#803-72013).
2. Appropriate an additional $113,147 from available RDA General Fund “Working Capital Balance” for the “EL Camino Real Grand Boulevard Improvement Project” (#803-72013).
3. Appropriate $75,000 from available RDA General Fund “Working Capital Balance” for a new capital project: “Transit Connectivity Project” (#803-72023).
4. Appropriate $50,000 from available RDA General Fund “Working Capital Balance” for a new capital project: “Marina Area Planning Study” (#803-72033).

B.

After School Program Services Agreement for Garfield Charter School between the City of Redwood City and the Redwood City School District

Recommendation:
Approve by motion and authorize the City Manager to enter into the Agreement between the City of Redwood City and the Redwood City School District for after school program services at Garfield Charter School.

Joint Powers Agreement for City/County Association of Governments

Recommendation:
Approve, by resolution, the Joint Powers Agreement for the City’s continued participation in the City/County Association of Governments of San Mateo County (C/CAG) and authorize the City Manager to execute same.

Housing and Human Concerns Committee 2007/2008 Funding Recommendations for the Human Services Financial Assistance (HSFA) Program

Recommendation:
Direct staff to incorporate the Housing and Human Concerns Committee’s recommendations for HSFA for FY 07-08 into the FY 07-08 budget to be presented for review by Council in June. HSFA recommendations are being presented this evening as a part of the overall Annual Action Plan for the City’s use of HUD funds. The Council will take no action at this time.

Recommendation:

RESOLUTION APPROVING ANNUAL ACTION PLAN OF THE CONSOLIDATED PLAN (2005-2010) AND APPLICATION FOR FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN AND AUTHORIZING EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2007-2008)
