Overview
The San Francisco Public Utilities Commission’s (SFPUC) Water System Improvement Program (WSIP) is a $4.6 billion bond-funded program to seismically upgrade and repair the regional water system’s aging pipelines, tunnels, and dams.
The Bay Division Pipeline Reliability Upgrade Project, the largest WSIP project to date, will add a fifth pipeline, Bay Division Pipeline No. 5 (BDPL5), to the Hetch Hetchy system, and a tunnel under San Francisco Bay. The project, which spans 21-miles, is divided into three contracts: BDPL5 East Bay, Bay Tunnel, and BDPL5 Peninsula.
The BDPL5 Peninsula segment is a 9-mile, 5-foot diameter welded steel pipeline seismically designed to withstand an earthquake, and will allow the SFPUC to take existing, older pipelines out of service for maintenance and repair. About 2.5 miles of the pipeline is within Redwood City.
BDPL5 is an essential component in maintaining the SFPUC’s Hetch Hetchy Regional Water System, which supplies 100 percent of Redwood City's drinking water and provides drinking water to over 2.5 million residents in the counties of Alameda, Santa Clara, San Mate,o and San Francisco.
Current Construction Activity

- The majority of work on the pipeline construction in Redwood City is complete.
- Most of the current work taking place is to intsall the pipeline underneath Woodside Road near Hess Road.
- There will be some restoration work in various areas that cannot take place until spring or summer due to weather. Further, there is work across Bennet Road near Cordilleras Road that will take place mid-2011.
General Impacts
- Residents can expect impacts in any one location for up to a month.
- In this and most other areas, the work will be performed by trenching near to the existing pipeline in the SFPUC right-of-way, installing and welding the new pipeline, and back-filling the trench with dirt.
- Where it crosses surface streets, this will require the closure of at least one lane of traffic, with appropriate traffic controls in place.
- At times, the temporary complete closure of a street may need to take place. Other impacts during construction include dust and dirt, noise, and heavy equipment in the vicinity of homes that are near the SFPUC right-of-way.
- Local residents in the vicinity of each segment of construction are being notified directly by the SFPUC.
