Impartial Analyss of Measure Q

Ordinance No. 1130-332 (“Ordinance”), unanimously adopted by the Redwood City Council on June 28, 2004, amends the City Zoning Map to rezone approximately 46.5 acres of land (“Site”) located at Peninsula Marina, Pete’s Harbor, and adjacent roadway parcels from General Commercial (CG) and General Commercial Residential (CG-R) Districts to a Planned Community (P) District. The Ordinance allows a combination of uses including residential, commercial, marinas, parks and open space.

The City Zoning Code regulates and classifies land uses in Redwood City and places them within “zoning districts.” Examples of such zoning districts include the R-1 (Residential) District permitting single family homes and the CG District, permitting commercial uses. The Planned Community (P) District allows for any use or combination of uses so long as such uses, intensity of uses, design, development review procedures and special conditions for development are set forth in a document called a “precise plan.”

The Marina Shores Village Precise Plan (“Precise Plan”), unanimously adopted by the City Council, is now in effect. The Precise Plan, with City required conditions, permits the construction of up to 1,930 residential units within 17 multi-story towers, most of which would be atop 2 or 3 story above-grade parking structures. The units will consist of town homes and condominiums of which at least 5% of the total number must be affordable to very low income households and 10% are to be affordable to moderate income households. The very low income units may be constructed off-site. The maximum height of the tallest towers will be 240 feet. A locally-oriented commercial/retail area of at least 25,000 square feet, up to a maximum of 50,000 square feet, is required. Up to 150,000 square feet of office space and a hotel of up to 200 rooms could be permitted. Marinas totaling a minimum of 7 acres, with dock space and/or moorings for a minimum of 60 boats, are required. Public parks and open space as well as public waterfront access ways must consist of at least 6.8 acres. The Precise Plan will be in effect for a minimum of 20 years.

A “yes” vote means that the Site should be rezoned and that the Ordinance will be in effect. A “no” vote means that the Site should not be rezoned and that the Ordinance will not go into effect.
