Argument in Favor of Measure M
on the November 8, 2005 Ballot

The Redwood City Charter is regularly reviewed and amendments are periodically proposed to increase organizational efficiency, provide consistency, and reduce costs. A number of sections in the Charter have been identified for revision to provide uniformity to certain areas of City operations. These revisions are largely administrative in nature.

Section 17 should be revised to provide that planning commissioners may continue serving after their three-year terms until their respective successors are appointed. This will help assure continuity and stability in the work of the planning commission in the event of a vacancy.

Similarly, Section 47b has no provision for terms of members of the Port Board to continue beyond the established five-year terms. To assure continuity and stability in the work of the Port Board, this section should be revised to allow terms to continue until respective successors are appointed.

Consistency can also be increased in Section 19–½ which requires the Library Board to provide its proposed budget on a specific date each year. To help make the budget process moreconsistent, this section should be revised to provide that the Library Board submit its proposed budget on the same date as all other City departments.

Section 54 establishes the City Council as the Board of Equalization and sets its annual meeting on a specific date at 10:00 am – the time that the Council used to meet. To increase efficiency, this section should be revised to allow the Board to conduct its meeting on the same day and time as City Council meetings are scheduled.

These revisions will help provide for increased consistency and uniformity of certain administrative functions of the City.
