Measure N
on the November 8, 2005 Ballot

Proposed Amendments to the City Charter
of Redwood City

These proposed amendments are intended to increase efficiency and reduce the amount of time and expense related to certain administrative functions of Redwood City and the Port of Redwood City. They do not change the governmental structure of the City or the Board of Port Commissioners.

Ballot question for Measure N:

"Shall a specified section of the City Charter be amended to allow a change in the various threshold amounts for the purchase of materials or supplies to determine when contracts (1) may be awarded without solicitation or advertisement; (2) may be awarded to the lowest responsible bidder after solicition but without advertisement or public bidding; and (3) may be awarded to the lowest responsible bidder after public bidding?"

A "yes" vote on Measure N means that the voter is in favor of the proposed Charter amendment. A "no" vote on Measure N means that the voter is not in favor of the proposed Charter amendment.

Proposed amendments to Section 47f (8) of the City Charter, applicable only to the operations of the Port of Redwood City, would:

  • Allow the Port’s contracts for purchase of materials or supplies in an amount under $20,000 to be entered into without solicitation or advertising for bids;
  • Require that contracts between $20,000 and $50,000 be awarded to the lowest responsible bidder following solicitation of bids;
  • Require that contracts over $50,000 be awarded to the lowest responsible bidder following solicitation and advertisement for bids.

The Board of Port Commissioners can reject any and all bids, and require additional solicitation or advertising.
