Community Invited to Discuss Land Use / ‘Peninsula Park’ Development Proposal
The Redwood City Planning Commission invites you to participate in an informational study session during which a new development proposal will be introduced.
This development design concept is in its very early stages, and encompasses a portion of the area formerly proposed as Marina Shores Village. The community study session is on Tuesday, July 11, 2006 at 7 pm, in the Council Chambers at City Hall, 1017 Middlefield Road in Redwood City.
The purpose of this informational study session is to provide an opportunity to see and discuss an overview of the developer’s initial design ideas for this 33-acre development, which includes 796 residential units, 200 hotel rooms, 10,000 square feet of retail space, public park acreage and promenades, and public access to the waterfront. The City’s project review and community outreach process will also be presented.
No decisions are being contemplated at this early stage – there will be significant opportunity for community involvement and comment over the entire project review period, if and when the development moves forward through the City’s decision-making process. This is an informational meeting for the Planning Commission, the Architectural Review Committee, and interested members of the public to learn about the conceptual proposal and discuss general questions, concerns, or issues that come to mind.
For more information please call 780-7234 or go online.

City Council Approves Increase in Sewer Utility Rates
At its meeting of June 26, the City Council approved a sewer rate increase in order to fund necessary improvements to Redwood City’s sewage collection system and treatment facilities, and the ongoing system operation and maintenance.
All of Redwood City’s sewage treatment takes place at the South Bayside System Authority (SBSA), which also handles sewage treatment for Belmont, San Carlos, parts of unincorporated San Mateo County, and members of the West Bay Sanitary District. Every two months, residents and businesses in Redwood City pay a fee (their City utility bill) which pays for the City’s use of the SBSA sewage treatment facility and ongoing operation and maintenance of the City’s sewage collection system.
The rate increase will help to pay for the necessary replacement, upgrade, and refurbishment projects at the aging SBSA sewage treatment facility, and to provide funding for much-needed improvements to the City’s sewage collection system, as well as ongoing maintenance and operation of that system. These improvements are necessary in order to best serve the community with sewage collection and treatment.
The rate increases go into effect on August 25, 2006. The minimum monthly residential Basic Service Charge will increase from the current $26.27 to $33.00; the commercial Basic Service Charge is (for all commercial user categories) will increase from the current $26.27 to $33.00 (in addition to an increase in the “additional charges” for wastewater in excess of 1,000 cubic feet). More information is available at www.redwoodcity.org/water.
Notification of the proposed rate increase was sent to all City property owners in early May, providing a 45-day period within which formal protests to the increase could be submitted. During the June 26th public hearing the Council took community comment, considers the number of protests filed, discussed the issue, and made the decision to proceed with the increase.

Changes to Downtown Parking
There is so much great new stuff going on Downtown – new streetscapes, the new retail-cinema project, new trees, sidewalks, businesses, restaurants, plaza, and more to come. And, Downtown parking is also changing for the better!
- No time limits - pay for as much time as you need.
- Lots of parking spaces are available – more than 1,000 on-street and 2,000 in lots and garages
- Pay the way you want – options will range from coins and bills, to credit cards, and even pay-by-cell-phone in some areas.
- Lots of validation and free parking – get free parking validation at many Downtown merchants, and on nights and weekends there are lots of free spaces that are just a block or two from the center of action
Here’s a quick overview of some of the key changes (some elements are in place now, others are coming soon). For a map, details, and updates go to www.redwoodcity.org/parking.
Garages at Marshall Street and Jefferson Avenue, and the Middlefield Road parking lot
It's a new “pay-on-foot” system.
- Get your ticket at the gate on the way in
- Take it with you for your Downtown visit (get validation for free parking!)
- When you return be sure to pay at the pay station before going to your car (that’s the “pay on foot” part!)
- As you drive out, insert the ticket at the gate and you’re on your way.
- The rate is 25¢ an hour except during peak periods (evenings and weekends) when the rate is $5 an hour.
- But hold on – get validated at Century Theatres and you’ll park free for 4 hours . Plus, you’ll get the first 1 – 2 hours free just by parking there!
- The peak period rate will take effect in late July.
On street parking
- Outside Downtown’s “core” area, meters will continue to be pretty much as they are now – just be sure to read the meter for prices and for the times you have to pay.
- Inside the “core” area,
meters now run from 10 am to 10 pm every day. Again, be sure to read the meter. Also, look for a new “pay by space” system in the core later this summer.
Pay-by-space provides one “meter” for multiple spaces - just note your space number, go to the central meter, and pay with coins, bills, credit cards – or even set it up to pay by cell phone (and once you set up the cell phone access, you can add minutes to the meter remotely to give you time for that second dessert!)
Lots at Main Street, Winslow Street, Perry Street, and Library
- These meters run every day from 10 am to 10 pm.
- Main and Winslow are 25¢ an hour; Perry and Library are 50¢ an hour.
- Look for the “pay by space” meter system in these lots later in the summer.
