4. ZONING MAP AMENDMENT AND PRECISE PLAN – Kaiser Permanente

Location: The 15.3-acre Kaiser Permanente Medical Campus is generally bounded by Veterans Boulevard, and Main, Maple and Marshall Streets; APN’s : 052-372-230, 052-376-030, 053-204-050 and 053-202-140; “CA” (Commercial Administrative and “CB” (Central Business) zoning districts.

Project Description: The Kaiser Master Plan project will involve the following:

1. Demolition of most all existing Kaiser medical buildings, except for the existing 610 Walnut building and seven-story parking structure located on Veterans near Maple Street, which will be retained.

2. Construction of new Kaiser medical buildings including: a hospital; central utility plant; four medical office buildings and cancer care clinic; administrative building; special program use building fronting Parking Structure D; two plazas: Main/Central Plaza and Veterans Plaza (the potential future hospital expansion area) and four new parking structures.

3. Consolidation of off-site, leased storage, clinic and administrative office space onto the Kaiser campus (600 Galveston Street (storage); 910 Marshall Street and 1800 Broadway (clinic space) and 805 and 900 Veterans Boulevard (administrative office).

Recommendation:

1. Review the revised wording in the Precise Plan and recommend that the City Council adopt the Downtown Medical Campus Precise Plan as amended.

2. Find the Zoning Map Amendment to rezone the real property at the Kaiser Permanente Downtown Medical Campus from “CA” (Commercial Administrative) and “CB” (Central Business) to “P” (Planned Community) zoning District to be in the public interest and recommend that the City Council approve the Zoning Map Amendment.
