2. APPROVAL OF MINUTES (Verbatim minutes of July 8, 2003)

3. ORAL COMMUNICATIONS

4. APPOINTMENT OF MEMBER EMERITUS ON THE HISTORIC RESOURCES ADVISORY BOARD

Recommendation: By motion, appoint Joanne Thompson as member emeritus of the Historic Resources Advisory Board.

5. VACATION OF PATHWAY EASEMENT AT 2303 GOODWIN AVENUE

Recommendation: By motion, determine that the vacation of this pathway is consistent with the General Plan.

6. ZONING TEXT AMENDMENTS :

a. ZT: 2003-01 - (Article 32 – Supplemental Provisions)
b. ZT: 2003-02 - (Article 37- Accessory Dwellings)
c. ZT: 2003-03 - (Article 41 - Amendments)

Recommendation: Recommend to the City Council that it adopt the following Text Amendment Ordinances:

a. Amend Article 32 (Supplemental Provisions) to conform to recently enacted state law as it relates to the review and granting of density bonuses

b. Amend Article 37 (Accessory Dwellings) to conform to recently enacted state law related to the city’s discretionary review of accessory dwelling units and establish objective criteria for architectural review

c. Amend Article 41 (Amendments) to also allow City staff to initiate zoning amendments.

7. PLANNED COMMUNITY PERMIT – 852- 860 WALNUT STREET

Application to construct a 15 unit townhouse development on a 15,000 sq. ft. site with 20 stacked parking stalls in the Walnut Street Community Plan area (CP#1).

Recommendation: Approve the Planned Community Permit.

8. STUDY SESSION – CONDOMINIUM CONVERSION AT 300-316 NORTHUMBERLAND

Application to convert 9 existing apartment units into 9 condominium units in the "R-3" Mutli-Family Low Density Residential District. Assessor’s Parcel Number: 059-162-540.

Recommendation: Comment on the proposal. No action is required at this time.
