7. CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the City Council and will be enacted by one motion and one vote. There will be no separate discussion of these items unless a Council Member or Citizen so requests, in which event the item will be removed from the consent and considered in its normal sequence on the agenda.

A. Motion to Approve the Minutes of the meeting of November 4, 2002 and the last meeting of November 18, 2002;

B. Motion to approve the purchase of twenty-eight vehicles from the lowest responsible bidders for a total bid award of $738,448.86; 1) items #5 and #7 on the bid summary in the amount of $137,740.50 from Melrose Ford of Oakland, CA; 2) item #3 on the bid summary in the amount of $26,900.13 from South City Ford of So. San Francisco, CA; items #1,2,4,6 and 10 on the bid summary in the amount of $468,107.00 from East Bay Truck Center of Oakland, CA; items #8 and #9 on the bid summary in the amount of $105,701.23 from Hoblit Motors of Woodland, CA;

C. Motion to authorize the execution of a contract with the Sequoia Union High School District to provide a School Resource Officer four days a week at Sequoia High School. The School District agrees to compensate the City of Redwood City $36,657.31 for those services;

D. Motion to release the bonds posted for the Gossamer Village Subdivision "Model Complex", and waive the requirement of Paragraph 9 of the Agreement for submission of the Maintenance Bond;

E. Motion to accept the Seaport Plaza Subdivision Improvements, following the submission of a Maintenance Bond in the amount of $160,000.00 in accordance with Paragraph No.9 of the Agreement, and authorize the release of the bonds;

F. Motion to approve the FY 2002/03 and FY 2003/04 agreement between the City of Redwood City and San Mateo Library Joint Powers Authority to share the costs of operating the Fair Oaks Library;

G. Motion to accept the 2001-2002 Slurry Seal Project, and authorize the release of Payment Bond and retention (American Asphalt Repair and Resurfacing Co., Inc.);

H. Motion to amend the employment agreement of the City Attorney and to adjust the base salary of the City Attorney and restate the rate of accrual of vacation leave. The City Attorney's base compensation should be adjusted by 5% retroactive to the pay period beginning on July 29, 2002. It is further recommended that the City Attorney's rate of vacation leave accrual be restated as 25 work days per year effective July 29, 2002. The City Council will review the City Attorney's pay for performance bonus which may be up to ten (10%) percent at a later time.

Recommendation
On December 2, 2002 adopt the building codes ordinance with necessary local amendments, as recommended by the Council subcommittee:

ADOPT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY REPEALING ARTICLE II OF CHAPTER 12 OF THE REDWOOD CITY MUNICIPAL CODE; ADDING ARTICLE II OF CHAPTER 12 TO THE REDWOOD CITY MUNICIPAL CODE RELATING TO FIRE PREVENTION; AND ADOPTING BY REFERENCE AND AS AMENDED THE "UNIFORM FIRE CODE, 2000 EDITION", AS PUBLISHED BY WESTERN FIRE CHIEFS ASSOCIATION (first reading on November 4, 2002);
