3. PUBLIC COMMENT

This agenda category is limited to 15 minutes to be allocated as determined by the Mayor. If you wish to address the Council, please complete a speaker's card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council Members.) If your subject is not on the agenda, the Mayor will recognize you at this time; but the Brown Act (Open meeting Law) does not allow action by Council at this time. If you wish to speak to a subject listed on the agenda, you will be recognized by the Mayor at the appropriate time your item of interest is being considered by Council.

4. CONSENT CALENDAR - None

Items on the Consent Calendar are considered to be routine by the Agency Board Members and will be enacted by one motion and one vote. There will be no separate discussion of these items unless an Agency Board Member or Citizen so requests, in which event the item will be removed from the consent and considered in its normal sequence on the agenda.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

5. General -

A. South Main Street Redevelopment Planning Area (item continued from the November 4, 2002 meeting);

Recommendation:

  1. That the Agency Board by motion direct staff to negotiate an Owner Participation Agreement (OPA) with Ben Kopf for Phase I Area of South Main Street Redevelopment Planning Area; with the understanding that all costs associated with this process will be borne by Mr. Kopf;
  2. That the Redevelopment Agency by motion postpones action in Phase II until staff brings a proposal for action in the area. Staff recommends that when the time comes to proceed with planning in Phase II, participation and discussion will occur with the owners and tenants in the area;
