Cooperative Agreement with the City of Belmont for the construction and financing of the Route 101/Ralston Avenue Interchange Improvements Project.

Recommendation:
Approve and authorize the execution of a Cooperative Agreement with the City of Belmont for the financing and construction of the Route 101/Ralston Avenue/Marine Parkway Interchange Reconfiguration Project, and direct the City Manager to satisfy the responsibilities outlined in the agreement.

Amendment No. 1 to Consultant Agreement with Harris & Associates relating to the Ralston Avenue/Marine Parkway Interchange Improvement Project.

Award of Contract – Route 101/Ralston Avenue Interchange Improvements Project Engineering File No. 803-02.

Recommendation:
Approve the Contract Documents and award the contract for Route 101/Ralston Avenue Interchange Improvements Project, to the lowest responsible bidder, O.C. Jones & Sons, Inc. of Berkeley, California, for their low bid of $12,426,983.00. And authorize the City Manager to execute Change Orders in the cumulative total not to exceed 10% of the contract amount.

Amendment to Urban Planning and Urban Design Assistance Contract for Streetscape Design Work – JOINT WITH REDEVELOPMENT AGENCY ITEM 4.C

Approve amendment to Contract for Urban Planning and Urban Design Assistance with Freedman, Tung & Bottomley to incorporate design of Theater Way and other areas of Streetscape adjacent to the Retail/Cinema Project and for continuing design review of downtown projects; an authorize appropriation of $100,000 from the Redevelopment Agency’s unappropriated fund balance.

Construction and Reimbursement Agreement for site clearing to begin Underground Public Parking Garage in the Downtown area – JOINT WITH REDEVELOPMENT AGENCY ITEM 4.E

Recommendation:

1. Authorize the City Manager and the Redevelopment Manager to execute a Construction and Reimbursement Agreement (the Site Clearing Agreement) with BHV Innisfree Ventures I, LLC, developers of the Downtown Retail-Cinema project, for abatement and demolition of existing buildings and coordination of utility relocations.

2. Appropriate $1.22M for the above from the $20M loan from the City to the Agency which will be paid back to the City from the Redevelopment Agency’s bond as part of the Downtown Funding Plan.

Redwood City Recycled Water Project

Recommendation:
That the City Council formally approve a broadly-defined recycled water project that delivers recycled water for non-potable uses in a way that is both cost-effective and respectful of the concerns expressed by City residents:


1. Adopt a resolution approving the Redwood City Recycled Water Project and associated facilities

RESOLUTION OF THE CITY OF REDWOOD CITY APPROVING THE REDWOOD CITY RECYCLED WATER PROJECT AND ASSOCIATED FACILITIES

2. By motion, cause the formation of a broad-based community task force for the purpose of exploring other, financially feasible approaches that may be able to deliver recycled water to different types of sites in different phases than presently envisioned.
