This agenda category is limited to 15 minutes to be allocated as determined by the Chairman. If you wish to address the Agency, please complete a speaker's card (next to agendas) and give it to Agency Volunteer Art Balsamo (seated to the left of the Agency Board Members). If your subject is not on the agenda, the Chairman will recognize you at this time; but the Brown Act (Open Meeting Law) does not allow action by Agency at this time. If you wish to speak to a subject listed on the agenda, you will be recognized by the Chairman at the appropriate time your item of interest is being considered by the Agency.

4. CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the Agency Board Members and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Chairman. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give to Agency Volunteer Art Balsamo.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

C.

Amendment to Urban Planning and Urban Design Assistance Contract for Streetscape Design Work – JOINT WITH CITY COUNCIL ITEM 6.1.I

Recommendation:
Approve amendment to Contract for Urban Planning and Urban Design Assistance with Freedman, Tung & Bottomley to incorporate design of Theater Way and other areas of Streetscape adjacent to the Retail/Cinema Project and for continuing design review of downtown projects; and authorize appropriation of $100,000 from the Redevelopment Agency’s unappropriated fund balance.

Review of Redevelopment Agency Budget for 2003-2004

Recommendation:
Staff recommends that the Agency Board adopt the Redevelopment Agency Budget for Fiscal Year 2003-2004.

E.

Construction and Reimbursement Agreement for site clearing to begin Underground Public Parking Garage in the Downtown Area – JOINT WITH CITY COUNCIL ITEM 6.1.J

Recommendation:

1. Authorize the City Manager and the Redevelopment Manager to execute a Construction and Reimbursement Agreement (the Site Clearing Agreement) with BHV Innisfree Ventures I, LLC, developers of the Downtown Retail-Cinema project, for abatement and demolition of existing buildings and coordination of utility relocations.

2. Appropriate $1.22M for the above from the $20M loan from the City to the Agency which will be paid back to the City from the Redevelopment Agency’s bond as part of the Downtown Funding Plan.
