of the City, the Public Service Easement offered by
Kaiser Permanente, pursuant to Resolution No. 10944,

copy of the Resolution and Order with the deed in
the office of the County Recorder of San Mateo County.

Recommendation:
1. Approve the resolution making findings concerning
mitigation measures, project alternatives, a mitigation
monitoring and reporting program and a statement of
overriding considerations in accordance with the California
Environmental Quality Act (CEQA).
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD
CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES,
ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM,
MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING
A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE
WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE
KAISER PERMANENTE REDWOOD CITY MEDICAL CENTER MASTER
PLAN PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT
HAS BEEN PREPARED.
2. Adopt an ordinance amending Article 60, Zoning Map
No. 1 (Downtown Neighborhood) to rezone property at
the Kaiser Downtown Medical Campus from “CA”
(Commercial Administrative) and “CB” (Central
Business) to “P” (Planned Community) zoning
district.
ORDINANCE AMENDING ARTICLE 60, ZONING MAP NO. 1 (DOWNTOWN
NEIGHBORHOOD), OF ORDINANCE NO. 1130, THE REDWOOD CITY
ZONING ORDINANCE, AS AMENDED, TO REZONE PROPERTY AT
THE KAISER PERMANENTE DOWNTOWN MEDICAL CAMPUS FROM THE
CENTRAL BUSINESS AND COMMERCIAL ADMINISTRATIVE ZONING
DISTRICTS TO THE PLANNED COMMUNITY ZONING DISTRICT
3. Concurrently adopt an Ordinance approving the Precise
Plan for the Downtown Medical Campus, with the addition
of language to the capital improvement section, starting
on page 36, specifying that a traffic signal be installed
at Marshall and Maple Streets and that Kaiser will pay
its fair share of such cost.

Proposed Amendments to the Zoning Ordinance relating

Recommendation:
When this item came before City Council on April 22,
2002, the Council indicated their preference for the
non-discretionary version of this ordinance –
Option 2 listed under “Background” in this
report. The Planning Commission considered all three
options permitted under state law and decided to recommend
Option 3, involving a modified conditional use permit
process with a public notice and hearing to approve
large family day care homes. A draft ordinance will
be prepared and placed on a future consent calendar,
following Council’s decision of the Option you
wish to use for review of large family day care homes.
