By submitting the speaker’s card, the Mayor will recognize you at the appropriate time. 5. ORAL COMMUNICATIONS AND CONSENT CALENDAR

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.


MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Sale of retired Police Canine to Police Handler

Recommendation:
That Council authorize execution of sale of retired Police Canine Xento to his handler Officer Karen Neal for $1.

C.

Vector (Rodent and Cockroach) Control Program for Sanitary Sewers, Creeks, Municipal Marina, Port of Redwood City, and Corporation Yard for the City of Redwood City

Recommendation:
By motion, authorize Amendment No. 2 to the original Agreement with Dewey Pest Control of San Francisco, California for Vector (Rodent and Cockroach) Control Services in the City of Redwood City, as follows:

1. Extend the term for one year, ending February 28, 2005;

2. Increase the contract value by $55,000.00 for the period and

3. Authorize the City Manager to renew the Agreement for three (3) additional one year periods or parts thereof in amounts consistent with the escalation formula contained in the original Agreement

Leave to Present a Late Claim

Recommendation:
Staff recommends denial of the application of the Law Offices of Christopher Appleton on behalf of Richard Woods to present a late claim for wrongful termination from employment by the City of Redwood City or employees thereof

A.

Parking Management Plan for the Scott Peterson Trial

Recommendation:
Adoption by the City Council of a resolution temporarily closing to generally westbound traffic on Middlefield Road beginning at approximately one hundred and fifty feet from Veterans Boulevard to Bradford Street; suspending the maximum parking period permitted and rate of parking fees on said street; and authorizing the parking of news media vehicles on said street and the City’s parking lot at the corner of Main Street and Bradford Street subject to issuance of revocable vehicle parking licenses and payment of established fees.

RESOLUTION TEMPORARILY CLOSING TO GENERALLY WESTBOUND TRAFFIC ON MIDDLEFIELD ROAD BEGINNING APPROXIMATELY ONE HUNDRED AND FIFTY FEET FROM VETERANS BOULEVARD TO BRADFORD STREET, HERINAFTER THE “MIDDLEFIELD PARKING AREA,” AND TEMPORARILY CLOSING THE CUL DE SAC OF FULLER STREET FROM ALLERTON STREET GENERALLY EAST TO WINSLOW STREET, HERINAFTER, THE “FULLER CUL DE SAC”; SUSPENDING THE MAXIMUM PARKING PERIOD PERMITTED AND RATE OF PARKING FEES FOR THE MIDDLEFIELD PARKING AREA AND FULLER CUL DE SAC; AND AUTHORIZING THE PARKING OF NEWS MEDIA VEHICLES AT THE MIDDLEFIELD PARKING AREA, THE FULLER CUL DE SAC AND THE CITY PARKING LOT LOCATED AT THE INTERSECTION OF MAIN STREET AND BRADFORD STREET SUBJECT TO ISSUANCE OF VEHICLE PARKING LICENSES AND PAYMENT OF FEES

7. MATTERS OF COUNCIL INTEREST

A. Legislation (information only) - This sub-section involves possible discussion of City Position on Proposed Legislation described in the League of California Cities Priority Focus Bulletin No. 5-2004 and No. 6-2004. 8. ADJOURNMENT:

Adjourn in memory of Dr. Phillip Apffel, father of Vice Mayor Barbara Pierce, to the next Regular City Council meeting of March 1, 2004.
