The Mayor/Chairman will convene the City Council, Board
of Equalization, and Redevelopment Agency meetings to order
concurrently.

This agenda item affords members of the public the opportunity
to directly address the City Council//Redevelopment Agency
on any subject relating to the City Council/Redevelopment
Agency which is not on the agenda or any item within
the Consent Calendar. If the subject you wish to address
is
not on the agenda, please understand that the Brown Act
(Open Meeting Law) precludes the Council from taking
any action at this time. All items within the Consent Calendar
are considered to be routine and the City Council//Redevelopment
Agency will waive the reading of the Consent Calendar
(except
the title of any ordinances) and adopt all resolutions
and ordinances, and approve other items by one motion
and one vote. The total time allocated to this agenda item
is within the discretion of the Mayor/Chair, but is generally
limited to 15 minutes.
MOTION: waive reading of the Consent Calendar except the
ordinances by title, adopt the resolutions and the ordinances,
and approve other items.

By motion, authorize the City Manager to sign an application to continue participation
in the Bay Area Water Supply and Conservation Agency regional high-efficiency
residential clothes washer rebate program with funding in the amount of $67,000.00
for Fiscal Year 2004/2005.

Recommendation:
Approve the Contract Documents and award the Lakeview Reservoir Rebabilitation
Project to Bamer Construction Co. of Castro Valley, California, for their
low base bid fo $567,461.00 plus the two Add Alternates amounting to $82,000.00
bringing the total project cost to $649,461.00, and waive any irregularities.

Recommendation:
It is recommended that the City Council introduce an ordinance by the affirmative
vote of five-sevenths (5/7ths) of all council members appropriating and transferring
certain funds for specified purposes in order to conform the budgeted amounts
to actual expenditures approved for transactions, which have occurred during
fiscal year 2003/2004.
