5. ORAL COMMUNICATIONS AND CONSENT CALENDAR

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

C.

Execution of Funding Agreements for Human Services Financial Assistance Program (HSFA) 2004/2005

Recommendation:
Authorize the City Manager to execute the Human Services Financial Assistance Program agreements in the amounts specified in the 2004/2005 fiscal year approved budget.

D.

Approval and Authorization to Execute Agreement between San Mateo County Human Services Agency Office of Housing and the City of Redwood City for FY 04-05 for Information and Referral Services provided at the Fair Oaks Community Center.

Certification of Results of Referendum Petition Against Ordinance 1130-332 adopted by the Redwood City Council on June 28, 2004.

Agreement for Purchase and Sale of property located at 707 Bradford St. to Landbank for Affordable Housing and/or a child care facility – Redevelopment Agency

Recommendation:
1. Agency authorization to execute Purchase and Sale Agreement to purchase 707 Bradford Street between Family Services Agency of San Mateo County and the Agency for $1.4 million;

2. Agency authorization to appropriate $1,127,438.00 of housing set-aside funds allocated in the Agency’s Housing Capital Budget for FY 2004-05 for the $1.4 million purchase price; and

3. Agency authorization to appropriate an amount not to exceed $299,600.00 of RDA General Fund – Childcare Site Acquisition budgeted for FY 2002-03, of which $272,562.00 is for the balance of the $1.4 million purchase price and the remaining $27,000.00 for related due diligent reports and closing costs.

6. STAFF REPORTS

A.

Brewster Reservoir Site – Consideration of Sale of City-Owned Land

Recommendation:
The Mayor and Vice-Mayor requested that staff develop a recommendation for Council’s consultation regarding disposition of this property. Staff recommends that the Council do the following:
1. Direct staff to plan for the sale of this property with the understanding that the property will be used for a large lot residential subdivision consisting of 8 parcels generally as shown on Attachment 2; and that to ensure that the houses built on this land are compatible with the surrounding neighborhood the City will, prior to seeking purchase offers, conduct an environmental review fo the site (possibly requiring an Environmental Impact Report) and also prepare a Precise Plan which will establish specific zoning standards including a Floor Area Ratio (FAR) as defined later in this report. The Precise Plan and environmental review for the project will cost approximately $200,000.00.

2. Have the City appropriate $250,000.00 which will be reimbursed upon the sale of the property ($200,000.00 for the above planning reports and $50,000.00 for the Redevelopment Agency which fronted money for surveying and engineering costs).
