REDEVELOPMENT AGENCY

By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. 5. ORAL COMMUNICATIONS AND CONSENT CALENDAR

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Joint City Council and Redevelopment Agency Meeting minutes of November 22, 2004 as submitted;

B.

Agreement for After School Program Services between the City of Redwood City and the Redwood City School District

Recommendation:
Authorize the City Manager, by motion, to execute the subject agreement.

C.

By motion, approve and authorize execution of an agreement with David Powers & Associates, environmental consulting services, to prepare an Environmental Impact Report (EIR) for the Sequoia Hospital Medical Campus Expansion and Rebuild Project (a partnership project of Sequoia Hospital, Catholic Healthcare West, and the Sequoia Healthcare District).

Recommendation:
That the City Council approve and authorize execution of an agreement for environmental consulting services with David Powers & Associates for the Sequoia Hospital EIR

D.

Amendment No. 1 to Consultant Agreement with Freedman, Tung, and Bottomley (FTB) for Design Services relating to the Broadway Phase II portion of the Streetscape Improvements – City Council and Redevelopment Agency

Recommendation:
Approve Amendment No. 1 to the “Agreement for Streetscape Design Services” with FTB to prepare construction documents for the Broadway Phase II portion of the Streetscape improvements (between Theatre Way and Hamilton Street), in an amount not to exceed $93,547.00.

Maintenance and Repair Services for Sanitary Sewer System ITT Flygt Submersible Pumps

Recommendation:
By motion, authorize an Agreement with ITT Industries of Fairfield, CA in the amount of $138,616.60 for maintenance and repair of various sized ITT Flygt submersible sewage pumps.

F.

Appointment of a financial advisor, bond counsel, and disclosure counsel to provide professional services in connection with the sale of bonds by the Redwood City Public Financing Authority – Public Financing Authority

Recommendation:
In connection with the sale of bonds to provide funding for the construction of the Redwood City Recycled Water Project, approve by motion the appointment of:

• William Euphrat Municipal Finance, Inc. as financial advisor,
• Nossaman, Guthner, Knox & Elliot as bond counsel, and
• Jones Hall as disclosure counsel,

and authorizing the Public Financing Authority (PFA) Finance Director to enter into professional service contracts for such services.

Award of Contract – Redwood City Library – Schaberg Branch Renovation 2003 Project

Recommendation:
Approve the Contract Documents and award the contract for the Redwood City Library – Schaberg Branch Renovation 2003 Project, to the lowest bidder, Coast Side Associates of Half Moon Bay, Calfornia, for their bid of $581,625.00.
