6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

Approval of Change Orders – Redwood City Library – Schaberg Branch Renovation Project

Purchase of eleven (11) 2005 Toyota Prius Hybrid Sedans

7. PUBLIC HEARINGS

A.

Continued Appeal of the Zoning Administrator’s approval of a Use Permit and Architectural Permit at 2325 Euclid Avenue to allow the installation of a wireless communications facility

Recommendation:
That the City Council uphold the Zoning Administrator decision and deny the appeal of Mary Browne and Gerald Nagel based on a review of the staff reports for the February 28 and April 25 meetings, the administrative record and public testimony and find that:

  1. The placement of the subject facilities, as conditioned by the Use permit and Architectural Permit, will meet the requirement of Redwood City Zoning Ordinance Article 38, including but not limited to, operation and maintenance; height; setbacks; distance; area; color; and screening.
  2. The subject facilities will comply with the radiation requirements established by the Federal Communications Commission (FCC) and that the City is preempted by Federal law regulating the placement of such facilities that comply with FCC regulations related to radiation.
  3. Conditions contained in Use Permit 62-01 and Architectural Permit 63-01 are limited to Verizon, Inc. and do not extend to the subject application.

Further, that denial of this appeal be subject to the preparation, submission, and approval by the City Council of written findings supporting denial of this appeal. Said findings shall be submitted to the City Council at the next regular City Council meeting now calendared for May 9, 2005.

Courthouse Façade Reconstruction and Plaza Project (“Project’) – Approval of Resolution Concerning Environmental Review and Agreement with San Mateo County

Recommendation:

  1. Approve the resolution making findings concerning mitigation measures, project alternatives, and a statement of overriding considerations in accordance with the California Environmental Quality Act (CEQA).

    A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING MITIGATION MONITORING AND REPORTING EFFORTS, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE COURTHOUSE FAÇADE RECONSTRUCTION AND PLAZA PROJECT FOR WHICH AN ENVIRONMENTAL IMPACT REPORT HAS BEEN PREPARED

  2. Approve the agreement with San Mateo County for the development and use of the historic County Courthouse complex (“Courthouse block”).

Amendment No. 2 to the Courthouse Plaza Design Agreement with Freedman Tung & Bottomley (FTB) authorizing the preparation of construction drawings and construction support services for the Courthouse Plaza. – City Council and Redevelopment Agency

Approve Amendment No. 2 to the Courthouse Plaza Design Agreement with FTB in the amount of $783,047 to prepare construction drawings and provide construction services for the Courthouse Plaza and authorize the Redevelopment Manager to execute the amendment to the agreement.
