5. ORAL COMMUNICATIONS AND CONSENT CALENDAR

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

Approval and authorization to execute agreement between San Mateo County Department of Housing and the City of Redwood City for Information and Referral Services provided at the Fair Oaks Community Center for FY 05-06 ($7,500. agreement).

Award of Contract – Water Main & Sewer Main Replacement On Broadway
Project

Recommendation:
Approve the Contract Documents and award the contract for the Water Main & Sewer Main Replacement “On Broadway” project to the lowest bidder, Shaw Pipeline, Inc. of San Francisco, California, for their bid of $383,275.00.

Maintenance Agreement for Maintenance and Repair Services for Water and Storm Sewer Utility Systems Pumps

By motion, approve Amendment No. 1 with Pump Repair Services Company of Daly City, CA to extend the term of the Agreement and increase the not-to-exceed amount by $152,480 for maintenance and repair of various sized water and storm utility systems pumps.

Maintenance Agreements with Other Jurisdictions

By motion, authorize the City Manager to enter into agreements with other jurisdictions within the San Mateo Countywide Stormwater Pollution Program (STOPPP) area to provide annual catch basin and inlet cleaning service.

Redwood City Recycled Water Project – Redwood Shores Project Office Lease

By motion, approve five-year Office Lease Agreement with Provident Credit Union for the purpose of maintaining a project office at 303 Twin Dolphin Drive in Redwood Shores, and authorize the City Manager to sign the lease agreement.

Amendment No. 2 to Agreement for Streetscape Design Services with Freedman, Tung & Bottomley Urban Design for professional consulting services for preparation of design development and construction documents for downtown streetscape improvements. – City Council and Redevelopment Agency

Recommendation:
1. Approve Amendment No. 2 to Agreement for Streetscape Design Services with Freedman, Tung & Bottomley (FTB) for consulting services to prepare design development and construction documents for downtown streetscape improvements in the amount of $202,382 and authorize the City Manager and the Redevelopment Agency Executive Director to execute same.

2. Authorize the appropriation of $202,382 for Amendment No. 2 to Freedman, Tung & Bottomley (FTB) streetscape agreement from the Redevelopment Agency budget. These funds are available as part of the $35M Downtown Funding Plan contingency.

A.

Approval of Emergency Work – 5th Avenue Pump Station

Recommendation:
Adopt a resolution (by a five-sevenths vote), declaring an emergency within the public easement lying within the Harbor Village Mobile Home Park, finding that the immediate expenditure of public money is required, and authorizing corrective work to be performed without public bid.

RESOLUTION DECLARING THAT AN EMERGENCY EXISTS WITH RESPECT TO THAT PORTION OF THE STORM WATER DRAINAGE SYSTEM LYING WITHIN THE HARBOR VILLAGE MOBILE HOME PARK, THAT THE PUBLIC INTEREST OR NECESSITY DEMANDS THE IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO ADDRESS THIS EMERGENCY, AND THAT THE CITY MANAGER IS TO PROCEED FORTHWITH WITHOUT ADVERTISTING FOR BIDS FOR THE REPAIR, REPLACEMENT, CONSTRUCTION AND OTHER RELATED WORK HEREINAFTER DESCRIBED

Sanitary Sewer Connection and Service – 1254 Edgewood Road, APN 058-030-120

Recommendation:
Adopt a resolution approving and authorizing sanitary sewer connection and service to 1254 Edgewood Road, APN 058-030-120, in accordance with Redwood City Code, Chapter 27, Sanitary Sewerage Facilities, Section 27.53 – Inter-area Connections, and Minute Order 05-146, subject to the following conditions and fees:

1. LAFCO approves the application for the subject connection;
2. Property owners pay a Wastewater Treatment Capacity Fee;
3. Property owners pay a Sewer System Capital Facilities Fee;
4. Property owners pay a Special Benefit Reimbursement Fee;
5. Property owners pay for all expenses related to processing and constructing the connection, and

Directing staff to submit an application to LAFCo for said extension.

6. STAFF REPORTS

A.

Report from Police Chief on gang violence suppression efforts

Recommendation:
The City Council ad hoc task force on gangs, composed of Mayor Ira and Council Member Hartnett recommends the allocation of funds to hire two (2) Police Officer positions and no more than $200,000.00 for Police Officer overtime for gang suppression operations.

San Mateo County Environmental/Transportation Pilot Program Funding
