JOINT CITY COUNCIL STUDY SESSION WITH
PLANNING COMMISSION AND ARCHITECTURAL REVIEW BOARD
OCTOBER 3, 2005
7:00 P.M.

The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency, please complete a speaker’s card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council/Agency). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency, each speaker will be provided 3 minutes.

5. ORAL COMMUNICATIONS AND CONSENT CALENDAR -

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

San Mateo County Mutual Aid Radio System Bonds

Recommendation:
It is recommended that the City Council approve by motion the financing of Redwood City’s portion of the County of San Mateo’s law enforcement communications system through tax-exempt bonds issued by the County of San Mateo.

Rejection of Bids for the 2004-2005 Slurry Seal Project

Recommendation:
Approve the Contract Documents and authorize staff to reject all bids, and direct the return of bid security for the 2004-2005 Slurry Seal Project.

Approval of Plans & Construction Documents – 5th Avenue Pump Station Emergency Work

Final Acceptance – 2004-2005 Sewer Main Replacement Project

Accept the 2004-2005 Sewer Main Replacement Project, and authorize the release of bonds and retention.

Approval of Additional Funding for Construction of the Courthouse Façade

Recommendation:
Adopt a resolution amending the Redevelopment Agency’s Capital Budget and appropriate funding in the amount of $282,900 from the Working Capital Fund balance, for completion of the Courthouse Façade project.

RESOLUTION AMENDING REDWOOD CITY REDEVELOPMENT AGENCY BUDGET FOR FISCAL YEAR 2005-2006

6. STUDY SESSION – City Council, Planning Commission, and Architectural Review Committee

Downtown Precise Plan – Fourth Joint Study Session

Recommendation:
This meeting is not intended as a decision-making session. The City Council will be meeting in joint study session with both the Planning Commission and the Architectural Review Committee to hear responses to questions from the last study session, and discuss possible concepts in the Downtown Precise Plan. Following the joint study session, the City Council can move to the dais and the Mayor can convene the City Council meeting to initiate their proposal on the concepts of the Precise Plan.

8. MATTERS OF COUNCIL INTEREST - CITY COUNCIL/REDEVELOPMENT AGENCY

A.

Legislation (information only) - This sub-section involves possible discussion of City Position on Proposed Legislation described in the League of California Cities Priority Focus Bulletin No. 38-2005. Council may direct staff to act on positions taken by Council. (Copies of League of California Cities Priority Focus available in City Clerk’s Department.)
