The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency, please complete a speaker’s card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council/Agency). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR -

This agenda item affords members of the public the opportunity to directly address the City Council on any subject relating to the City Council which is not on the agenda or any item within the Consent Calendar. If the subject you wish to address is not on the agenda, please understand that the Brown Act (Open Meeting Law) precludes the Council from taking any action at this time. All items within the Consent Calendar are considered to be routine and the City Council will waive the reading of the Consent Calendar (except the title of any ordinances) and adopt all resolutions and ordinances, and approve other items by one motion and one vote. The total time allocated to this agenda item is within the discretion of the Mayor, but is generally limited to 15 minutes.

Award of Contract – 2004-2005 Storm Drain Improvements Project

Recommendation:
Approve the Contract Documents and award the contract for the 2004-2005 Storm Drain Improvement Project to the lowest responsible bidder, Shaw Pipeline of San Francisco, California, for their bid of $508,180.00.

Purchase of Police Interceptor Sedans

Recommendation:
By Motion approve the purchase of seven (7) police sedans in the amount of $159,908.56 from S&C Ford of San Francisco, California under the cooperative purchasing agreement of the City and County of San Francisco’s bid #ITSF05000318.

Purchase of passenger and cargo vans

Recommendation:
By Motion approve the purchase of five (5) vans in the amount of $96,711.59 from Downtown Ford of Sacramento, California under the Cooperative Purchasing Agreement of the State of California, Office of Procurement, contract #1-05-23-20.

Authorization to increase the Construction Contract Change Order value from 15% to 20% for the Route 101/Ralston Avenue/Marine Parkway Interchange Reconfiguration Project

Recommendation:
Extend the amount authorized to the City Manager to increase construction contract value with O.C. Jones and Sons, from $14,291,030.00 (15% higher than original contract value) to $14,912,380.00, which will be 20% higher than original contract value.

Parcel Map No. 2005-04 for 1021 and 1025 Lakeview Way

Professional services agreement for Supervisory Control and Data Acquisition (SCADA) System design for recycled water distribution, storage, and pumping facilities.

Approval of Subdivision and Maintenance Agreements – Toyon Way Subdivision

Recommendation:
1. Approve the Improvement Plans and Subdivision Map for Toyon Way Subdivision, accept the dedications, and approve and authorize execution of the Subdivision Agreement.

2005-2006 Comprehensive Street Tree Maintenance Project

Recommendation:
1. By Motion, approve the contract documents and accept the low bid of $330,125.00 from The Professional Tree Care Company, of Berkeley, CA.

2. By Motion, award the total not-to-exceed amount of the contract for the Comprehensive Street Tree Maintenance Project in the amount of $218,595.00 for Fiscal Year 2005-2006, and the adopted budgeted amounts for the subsequent four fiscal years to The Professional Tree Care Company, of Berkeley, CA.

3. By Motion, reject all other bids.

Post Office Paseo – Redevelopment Agency

Recommendation:
1. Approve the terms of the Outlease Agreement with U.S. Postal Service and authorize the Redevelopment Manager to execute same;

2. Review, modify as appropriate, and approve the conceptual design for the proposed improvements and authorize staff to proceed with the necessary steps to finalize the design, prepare construction drawings and obtain bids to be brought back for review and award by the Agency Board.

A.

Appeal of the Zoning Administrator’s denial of a Use Permit at 150 El Camino Real and 20 Avondale Avenue to allow for the seasonal sale of pumpkins and Christmas trees from October 1, 2005 through October 31, 2005, (for pumpkin sales) and from November 15, 2005 to January 5, 2006 (for Christmas tree sales).

Recommendation:
That the City Council uphold the Zoning Administrator decision and based on a review of the staff report, administrative record and public testimony find that:

1. The placement of the proposed use on the subject parcels would, under the circumstances of the particular case, be detrimental to the health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighborhood, as established in Article 42 Section 3 of the Redwood City Zoning Ordinance.

2. The establishment and operation of the proposed use would be detrimental or injurious to the general welfare of the City, as established in Article 42 Section 3 of the Redwood City Zoning Ordinance.

Housing Endowment and Regional Trust of San Mateo County (HEART)
