will be called to order simultaneously.

left of the Council/Agency). By submitting the speaker’s
card, the Mayor/Chair will recognize you at the appropriate
time. In order to afford all members of the public the opportunity
to address the City Council/Redevelopment Agency, each speaker
will be provided 3 minutes.

by the City Council/Redevelopment Agency and will be enacted
by one motion and one vote. The Consent Calendar category
is limited to 15 minutes of comment to be allocated as determined
by the Mayor/Chairman. If you wish to speak to items on the
Consent Calendar, please complete a speaker's card and give
to Council/Agency Volunteer Art Balsamo.
MOTION: waive reading of the Consent Calendar except the

Recommendation:
1. Recommend that the City join the Housing Endowment and Regional Trust of
San Mateo County (HEART, formerly known as HEAT) and pursue modifications
in the JPA bylaws after joining; and
2. Recommend that the City Council and the Redevelopment
Agency Board adopt the resolutions (Exhibit 1) authorizing
the expenditure of Housing Set-Aside Funds for contribution
to the administrative budget of HEART.

Annexation to the Oak Knoll Sewer Maintenance District

Adopt a resolution approving the sewer annexation of Assessor’s Parcel
No. 058-271-040 (750 Hillcrest Drive) to the Oak Knoll Sewer Maintenance District,
subject to the conditions that: (1) a sewer connection fee of $550.00 per connection
is paid to the City; and (2) that the property owner sign an annexation agreement
with the City consenting to future annexation of the property to Redwood City.

By resolution, adopt the City of Redwood City Urban Water Management Plan 2005,

final UWMP document to the State of California Department of Water Resources
within 30 days.

1. Receive the Draft Redwood City Water Financing Plan – 2005 Update,
prepared by Bartle Wells Associates, Independent Public Finance Advisors for
the purpose of financing the Recycled Water Project – Alternative ‘TF’,
as recommended by the Community Task Force on Recycled Water;
2. Set January 9, 2006 as an opportunity for public comment to the City Council
on the Draft Plan;
3. Set January 23, 2006 as the date on which the City Council will hear further
public comments and consider approval of the 2005 Update of the Water Financing

Solid Waste Collections Rate Increase

Recommendation:
Approve an 8.1% rate increase effective February 20, 2006. For typical residential
customers who have one 32-gallon container picked up once a week, the increase
will amount to $1.27 per month.
