March 13, 2006

PLEASE TURN OFF ALL ELECTRONIC EQUIPMENT SUCH AS CELLULAR TELEPHONES AND PAGERS, SO AS TO NOT DISTURB THE PROCEEDINGS OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING.

The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency, please complete a speaker’s card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council/Agency). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency, each speaker will be provided 3 minutes.

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chairman. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give to Council/Agency Volunteer Art Balsamo.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Award of Contract – Jefferson Avenue In-Roadway Crosswalk Warning Light
System

Recommendation:
Approve the Contract Documents and award the contract for the Jefferson Avenue In-Road Crosswalk Warning Light System Project to the lowest informal bidder, Republic Electric of Novato, California, in the amount of $37,780.00.

By motion, approve Amendment No. 2 to the agreement with Chaudhary and Associates, Inc. for providing supplemental construction survey and other support for the Ralston Avenue/Marine Parkway/Route 101 Interchange Reconfiguration
Project, in an amount not-to-exceed $22,274.73.

Amendment No. 4 to the Consultant Agreement with Harris & Associates relating to the Ralston Avenue/Marine Parkway/Route 101 Interchange Reconfiguration Project

Authorization to Reduce the Retention Funds – Route 101/Ralston Avenue Interchange Improvement Project

Recommendation:
Authorize the City Manager to reduce the amount of retention monies for the Route 101/Ralston Avenue Interchange Improvements Project, from 5% to 1.25% of the value of work completed to date (currently from $695,683.07 to

Approve the Contract Documents and award the Contract for the Redwood City Recycled Water Project – Phase 1 – Redwood Shores Distribution System – Bid Package 2 (Marine Parkway, Oracle Parkway, Twin Dolphin Drive, Shoreline Drive) Project to the lowest responsible bidder, K. J. Woods Construction, Inc. of San Francisco, California, for their low bid of $3,124,000.00.

Approval of legal services agreement with Liebert Cassidy and Whitmore for representation and advise related City personnel and labor matters.

misdemeanor/infraction prosecutions for violations of the Redwood City Municipal
Code

Authorize the City Attorney to execute a Personal Services Agreement with Lance
Bayer, Esq., to serve under the general supervision of the City Attorney as special
prosecutor for the City of Redwood City with respect to prosecution of
misdemeanor/infraction violations of the Redwood City Municipal Code.

Resolution of intention to amend the contract between the City of Redwood City and the California Public Employees Retirement System and Introduction of Ordinance approving and authorizing execution of the amendment to the contract with the California Public Employees Retirement System to provide Government Code 21354.5, “2.7% @ 55 Full Formula” for Service Employees International Union, Local 715, Redwood City Management Employees Association and Executive Management (miscellaneous ) members effective on July 10, 2006

Recommendation:
That the City Council, initiate a contract amendment with the California Public Employees Retirement System to provide for Government Code, Section 21454.5, 2.7% @ 55 Full Formula for Redwood City miscellaneous members, by adopting a resolution of intention, and that the City Council introduce the ordinance approving and authorizing the contract amendment with the Public Employees Retirement System to provide for Government Code Section 21354.5, 2.7% @ 55 Full Formula for all miscellaneous members effective on July 10, 2006.

his/her discretion to charge and prosecute a violation of the Municipal Code
constituting a misdemeanor to be charged and prosecuted as an infraction.

Amendment No. 1 to the Agreement with DPR Construction, Inc. for
Providing Construction Management/General Contractor (CM/GC) Services for Phase II of the Historic Courthouse Reconstruction, Courthouse Square

Recommendation:
1. Approve Amendment No. 1 to the Agreement with DPR Construction, Inc
for providing CM/GC Services for Phase II of the Historic Courthouse Reconstruction, Courthouse Square, for an additional $5,410,291.00, which includes the Final Agreed Price (FAP) of $5,210,291.00 for the construction of Courthouse Square (Phase II) and $200,000 to construct a new downtown restroom facility.

2. Adopt a Resolution approving a budget amendment of $1,000,000.00 from the Capital Project Fund to cover the deficit in the Courthouse Square project’s budget.
