The City Council Meeting and Redevelopment Agency Meeting
will be called to order simultaneously.

Agency, please complete a speaker’s card (next to agendas)
and give it to Council Volunteer Art Balsamo (seated to the
left of the Council/Agency). By submitting the speaker’s
card, the Mayor/Chair will recognize you at the appropriate
time. In order to afford all members of the public the opportunity
to address the City Council/Redevelopment Agency, each speaker
will be provided 3 minutes.

Items on the Consent Calendar are considered to be routine
by the City Council/Redevelopment Agency and will be enacted
by one motion and one vote. The Consent Calendar category
is limited to 15 minutes of comment to be allocated as
determined by the Mayor/Chairman. If you wish to speak
to items on the Consent Calendar, please complete a speaker's
card and give to Council/Agency Volunteer Art Balsamo.
MOTION: waive reading of the Consent Calendar except the
ordinances by title, adopt the resolutions and the ordinances,
and approve other items.

Recommendation:
1. Rescind letter agreement dated February 17, 2006
with Wagstaff and Associates for preliminary work
on the Downtown Precise Plan Environmental Impact
Report (“EIR”) not to exceed $60,000
2. Approve an agreement with Wagstaff and Associates for the complete
scope of work to prepare the Downtown Precise Plan EIR not to exceed
$248,380.
3. Approve an agreement with Nolte Associates, Inc. to prepare the Utility
and Services System Section of the Downtown Precise Plan EIR not to exceed
$124,452.

The purchase of 16 pole-mounted speed display signs
for placement in school
zones.

Recommendation:
City Council authorize the purchase of 16 pole-mounted “Speed Check” speed
display signs from the Information Display Company for placement in school
zones. The signs will cost $75,996 and are fully reimbursable through
our current Office of Traffic Safety Grant # PS 0628.

Recommendation:
It is recommended that the City Council approve, by resolution, appropriating
and transferring certain funds for specified purposes to conform the
budgeted amounts to actual expenditures approved for transactions,
which have occurred during fiscal year 2005/2006.

Resolution supporting placement of a proposed constitutional
amendment on the November 2006 statewide ballot to
ensure 2002 Proposition 42 gasoline tax revenues are
used exclusively for their intended state and local
transportation purposes, and to reinforce the requirement
to reimburse local governments for such funds previously
diverted by the state.

Recommendation:
It is recommended that Council direct staff to: 1) continue maintaining
a database of complaints of missed collections of solid waste, recycling,
and yard waste by Allied Waste Industries; 2) develop a method of periodically
conducting inspections to verify such complaints; and, 3) continue
working with the staff at the South Bayside Waste Management Authority
(SBWMA) to pursue remedies to such complaints.
