April 3, 2006

PLEASE TURN OFF ALL ELECTRONIC EQUIPMENT SUCH AS CELLULAR TELEPHONES AND PAGERS, SO AS TO NOT DISTURB THE PROCEEDINGS OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING.

The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency, please complete a speaker’s card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council/Agency). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency, each speaker will be provided 3 minutes.

6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/ REDEVELOPMENT AGENCY

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chairman. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give to Council/Agency Volunteer Art Balsamo.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Award of Contract – 2005-2006 Watermain Replacement Project

Recommendation:
Approve the Contract Documents and award the Contract for the 2005-2006 Watermain Replacement Project to the lowest responsible bidder, West Valley Construction Company, Inc. of Redwood City, California, for their low bid of $1,255,035.00.

Transportation Impact Fee Ordinance Amendment – Reimbursement Related to Deletion of the Three Year Vacancy Limit for Credits

Recommendation:
Approve the recommended amendment to Section 18.249.C of the City Code, which would allow reimbursement of any portion of impact fees paid between March 28, 2006 and May 3, 2006 that would qualify for a credit under the provisions of Section 18.249.C.1 as introduced for amendment on March 27, 2006, which amendment deletes the requirement that existing structures must have been occupied within the past three years to receive a credit for prior use in determining Transportation Impact Fee payment.

Wayfinding and Directional Signage Program

Recommendation:
1. Adopt the recommendation of the Downtown Business Group to use the “Skyline” logo and sign program details developed by Keng’s Design for the Downtown Wayfinding Program, and
2. Accept the non-exclusive royalty-free use of the logo from Keng’s Design.

B.

Agreement for the management of major Downtown parking facilities – CITY COUNCIL/REDEVELOPMENT AGENCY

Recommendation:
Approve an agreement with Ampco Systems parking to manage the Jefferson Avenue Garage, the Marshall Street Garage, and the Middlefield Road Parking Lot not to exceed $435,000 for the first year.

Recommendation:
1. Open the Public Hearing, receive the staff report and presentation, hear public comments, and continue the Hearing until the Council meeting of April 24, 2006;
2. On April 24, hear any additional public comments, and close the Public Hearing;
3. Introduce Ordinance amending Redwood City Code – Section 38.5 – Water Basic Service Charge;
4. Adopt a resolution amending Section 3 of the Rules and Regulations of the Redwood City Water Department (Public Works Services Department) related to water rates.
