The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chairman. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give to Council/Agency Volunteer Art Balsamo.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Cost Shared Sidewalk Repair Project

By Motion, accept completed improvements for the 2004-2005 Cost Shared Sidewalk Repair Project, and release the contract retention to Vanguard
Construction.

Award of Contract – Fleishman Park Renovation Project

Recommendation:
Approve the Contract Documents and award the contract for the Fleishman Park Renovation Project to the lowest possible bidder, Star Construction, Inc. of San Bruno, California, for their low bid of $500,000.00.

Approval of Professional Services Agreement for Parking Citation Processing

PERS 30-Year Rolling Amortization

Recommendation:
It is recommended that Council acknowledge receipt of a report from the Finance Director concerning changes that the California Public Employee Retirement System has made to how certain liabilities are amortized. No legislative action is recommended at this time.

Retention of Burke Williams and Sorenson as special legal counsel to undertake various investigatory, grievance and litigation matters on behalf of Redwood City

Authorize the City Attorney to execute a Legal Services Agreement with Burke Williams and Sorenson to serve as special legal counsel at the direction of the City Attorney with respect to various legal actions as they may arise from time to time.

Amendment to the Agreement with the County of San Mateo – Human Services Agency for Differential Response

Approve and authorize the City Manager to execute the amendment to the agreement between the City of Redwood City as fiscal agent for Redwood City 2020 (RC 2020), and the County of San Mateo – Human Services Agency (HSA) to support the full implementation of Child Welfare Redesign – Differential Response in Redwood City.

Asphalt-Concrete Materials Purchase

2005-06 Budget Amendment for Impact of Increased Water Rates on Park, Recreation and Community Services Department

Recommendation:
It is recommended that Council adopt a resolution approving the appropriation of $188,200.00 from general fund resources held in reserve to the Parks, Recreation and Community Services Department to provide an appropriation for the increased costs of water consumption resulting from water rate changes effective in July 2005.

Mr. Bob Hilton from Hilton Farnkopf & Hobson, the firm engaged by the South Bayside Waste Management Authority (SBWMA) will provide an overview to Council on the proposed process to obtain competitive bids for solid waste collection and recycling services and actions that have taken place to date

Proposed New and Amended Planning Fees and Deposits for Projects with
Sites Smaller than One Quarter Acre in Size

Recommendation:
The Finance Committee recommends adoption of the attached resolution that:
1. Adopts the Minor Projects Cost Recovery Policy (Exhibit 1 to the Resolution) dealing with the payment of deposits for projects of less than one quarter of an acre;
2. Amends Resolution 11333 by amending that portion of Exhibit A to the resolution entitled “Planning Division Fees”, and inserting the Finance Committee’s recommendations;
3. Amends Paragraph 3 of Resolution No. 14609 to provide that projects of less than one-quarter acre requiring review under the California Environmental Quality Act (CEQA) pay the full cost of such review, including the costs for City staff as well as the costs for any consultants.

Signage Around Uncontrolled Intersections

Adopt a policy on signage around uncontrolled intersections:
Recommended wording: City Council policy is that all intersections where two or more through streets intersect shall be under control, either by stop light or signage.
