June 5, 2006

PLEASE TURN OFF ALL ELECTRONIC EQUIPMENT SUCH AS CELLULAR TELEPHONES AND PAGERS, SO AS TO NOT DISTURB THE PROCEEDINGS OF THE CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING.

The City Council Meeting and Redevelopment Agency Meeting will be called to order simultaneously.

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency, please complete a speaker’s card (next to agendas) and give it to Council Volunteer Art Balsamo (seated to the left of the Council/Agency). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency, each speaker will be provided 3 minutes.

6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/ REDEVELOPMENT AGENCY

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chairman. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give to Council/Agency Volunteer Art Balsamo.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Purchase of one Seagrave Marauder II Fire

Recommendation:
By Motion, approve the purchase of one Seagrave Marauder II Fire Pumper in the amount of $439,501.50, from Seagrave Fire Apparatus, LLC of Clintonville, WI, under the cooperative purchase provision of the City of Mount Joy, PA Fire Department’s Sale Order #78C43.

C.

Vehicle Maintenance Services for the City of Foster City, Town of Atherton, San Mateo County Narcotics Task Force, and Town of Woodside

Recommendation:
1. By Motion, approve Amendment No. 1 to the agreement with the City of Foster City to increase the hourly rate from $95.21 to $106.21 to cover all salary, administrative, overhead and operating costs.
2. By Motion, approve Amendment No. 3 to the agreement with the Town of Atherton to increase the hourly labor rate from $95.21 to $106.21 to cover all salary, administrative, overhead and operating costs.
3. By Motion, approve Amendment No. 4 to the agreement with the San Mateo County Narcotics Task Force to increase the hourly labor rate from $95.21 to $106.21 to cover all salary, administrative, overhead and operating costs.
4. By Motion, approve Amendment No. 4 to the agreement with the Town of Woodside to increase the hourly labor rate from $95.21 to $106.21 to cover all salary, administrative, overhead and operating costs.

D.

Vehicle Maintenance Agreement with the Woodside Fire Protection District

Recommendation:
By Motion, authorize the execution of a maintenance agreement with the Woodside Fire Protection District for the maintenance and repair of its fire fighting vehicles, apparatuses and related equipment.

E.

Approval to reconfirm the Slurry Seal Specification requirement, which specifies that the newly developed black-color aggregate material, only, is to be used for the City’s Slurry Seal projects.

Recommendation:
1. Approval to keep the requirement in the Slurry Seal Technical Specificiation, which states that black-color aggregate is to be used for the City’s Slurry Seal projects.
2. Approve the Contract Documents entitled “2005-2006 Slurry Seal Project” which includes the Slurry Seal Technical Specification for black-color aggregate, and authorize the advertisement for bids.

Cost Shared Sidewalk Repair Project

Recommendation:
By Motion, approve the contract documents, accept the bid, and award the contract for the 2005-2006 Cost Shared Sidewalk Repair Project to J J R Construction, Inc., of San Mateo, CA, for the amount of $463,700.00.

Approval of Change Orders for the Downtown Streetscape Improvement Project – CITY COUNCIL/REDEVELOPMENT AGENCY

Approve Change Orders in the amount of $454,228.00 for the Downtown Streetscape Improvement Project, in support of the new retain/cinema development and public parking garage.

Redwood City 2020 – Youth Outcomes After-School Program Evaluation

Recommendation:
No action is required. Redwood City 2020 and City staff will provide Council with an update on our efforts to support improved academic, social and life skills for economically disadvantaged students through After School Programming.

El Camino Real Community Mobility Improvement Study: Workshop #3
