June 26, 2006

The City Council Meeting and Redevelopment Agency Meeting
will be called to order simultaneously.
*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment
Agency, please complete a speaker’s card (next to agendas)
and give it to Council Volunteer Art Balsamo (seated to the
left of the Council/Agency). By submitting the speaker’s
card, the Mayor/Chair will recognize you at the appropriate
time. In order to afford all members of the public the opportunity
to address the City Council/Redevelopment Agency, each speaker
will be provided 3 minutes.

Items on the Consent Calendar are considered to be routine
by the City Council/Redevelopment Agency and will be enacted
by one motion and one vote. The Consent Calendar category
is limited to 15 minutes of comment to be allocated as determined
by the Mayor/Chairman. If you wish to speak to items on the
Consent Calendar, please complete a speaker's card and give
to Council/Agency Volunteer Art Balsamo.
MOTION: waive reading of the Consent Calendar except the
ordinances by title, adopt the resolutions and the ordinances,
and approve other items.

The Redwood City Fire Department requests adoption
of the revised Emergency Operations Plan dated May
2006

Recommendation:
Move to adopt the resolution approving the Emergency Operations Plan (EOP)
as written for use in Redwood City during complex or large scale emergency
situations. An executive summary of the proposed Emergency Operations Plan
is attached hereto. A full and complete copy of the proposed Emergency Operations
Plan is on file and available for review in the Office of the City Clerk.

Adoption of Administrative Policy No. 36 for the
Redevelopment Agency - REDEVELOPMENT AGENCY

Recommendation:
It is recommended that the Redevelopment Agency (Agency) Board of Directors approve
a resolution that adopts Administrative Policy No. 36 (see Attachment) which
provides authority to the Executive Director to do the following: 1) execute
certain membership agreements, 2) execute certain single and multi-year leases
and tenancy agreements, and 3) enter into certain agreements under which the
Agency is providing a service.

1. Introduce ordinance amending Redwood City Code – Section 27.100 – Sewer
Service Charges.
2. Approve, in concept, a loan of funds from the Water Enterprise Fund (rate
stabilization account) to the Sewer Enterprise Fund to provide sufficient cash
to make the Reserve Fund Contribution payment to SBSA by August 15, 2006.
