The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chairman. MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Downtown Parking Validations

Rescind the motion of July 25, 2005 which limited the ability to validate parking to retail, restaurant, and entertainment establishments.

Award of Contract – Lagoon Intake Facility II Replacement Project – Phase II

Recommendation:
Approve the Contract of Documents and award the contract for the Lagoon Intake Facility II Replacement Project – Phase II to the lowest responsible bidder, Proven Managements, Inc. of San Francisco, California, for their low bid amount of $495,336.00.

Temporary Labor Services – Bay Span Inc.

Recommendation:
By motion, approve Amendment No. 3 to the agreement with Bay Span, Inc. of Vallejo, CA, to approve temporary labor services for the not-to-exceed amount of $190,000 and extend the agreement through June 30, 2007.

Side letter of agreement between the City of Redwood City and the service Employees International Union, Local 715 (SEIU) regarding incentive pay programs for certification

Agreement for support of the Redwood City Family Centers for FY 2006/07 and 2007/08

Approve and authorize the City Manager to execute the agreement between the City of Redwood City, County of San Mateo, and the Redwood City School District for support of the Redwood City Family Centers for fiscal year 2006/2007 and 2007/2008.

Final Acceptance - Construction and Reimbursement Agreement for Downtown Public Parking Facility – City Council/Redevelopment Agency

Recommendation:
Accept the Downtown Underground Public Parking Facility and release remaining retention, less $250,000 for minor outstanding items to be completed to the satisfaction of the Community Development Services Director. The total cost of construction is $19, 683,247.

Approval of Surface Transportation Program (STP) Application for resurfacing certain designated streets in the City of Redwood City.

Adopt a Resolution of Local Support approving the Application for STP funding for the resurfacing of the Alameda de las Pulgas from Eaton Avenue to Woodside Road, and Bay Road from Second Avenue to Marsh Road.

Utility User’s Tax

Recommendation:
Adoption of an urgency ordinance and introduction of a regular ordinance amending Sections 32.501, 32.502 and 32.519 of the Redwood City Municipal Code to clarify that the City shall continue its long-standing practice of applying its utility users tax ordinance to intrastate services in a manner consistent with the intent and purpose of the city’s utility users tax ordinance and consistent with the Internal Revenue Service’s interpretation of the Federal Excise Tax (the “FET”) prior to Notice 2006-50 issued by the Treasury Department on May 25, 2006.

333 Main Street General Plan and Zoning Map Amendment Initiation

Recommendation:
Staff:
1. Based on the finding herein, staff recommends that the City Council not initiate a General Plan Amendment from the existing General Plan Land Use Designation of “Commercial-Office Park” to “Heavy Commercial-Mixed Use” for property located at 333 Main Street; and

2. Based on the findings herein, staff recommends that the City Council not initiate a Zoning Map Amendment from the existing “Industrial Park” (IP) Zoning District to the “General Commercial- Combined Residential” (CG-R) Zoning District for property located at 333 Main Street.

Redwood Shores Lagoon Bank Policy and Construction Guidelines

Recommendation:
Staff recommends the adoption of the Redwood Shores Lagoon Bank Policy & Construction Guidelines as recommended by the Planning Commission at their June 21, 2005 and September 20, 2005 meetings. Furthermore, staff recommends the removal and/or modification of existing improvements that have been classified with “Level 3” significance. Adoption of proposed policy, removal of significant nonconforming waterfront improvements, and grandfathering in minor nonconforming improvement with an Encroachment Agreement.
