Recommendation:
Adoption of an urgency ordinance and introduction of a regular ordinance amending
Sections 32.501, 32.502 and 32.519 of the Redwood City Municipal Code to
clarify that the City shall continue its long-standing practice of applying
its utility users tax ordinance to intrastate services in a manner consistent
with the intent and purpose of the city’s utility users tax ordinance
and consistent with the Internal Revenue Service’s interpretation of
the Federal Excise Tax (the “FET”) prior to Notice 2006-50 issued
by the Treasury Department on May 25, 2006.

1. Based on the finding herein, staff recommends that the City Council not
initiate a General Plan Amendment from the existing General Plan Land Use Designation
of “Commercial-Office Park” to “Heavy Commercial-Mixed Use” for
property located at 333 Main Street; and
2. Based on the findings herein, staff recommends
that the City Council not initiate a Zoning Map Amendment
from the existing “Industrial Park” (IP)

Recommendation:
Staff recommends the adoption of the Redwood Shores Lagoon Bank Policy & Construction
Guidelines as recommended by the Planning Commission at their June 21, 2005
and September 20, 2005 meetings. Furthermore, staff recommends the removal
and/or modification of existing improvements that have been classified with “Level
3” significance. Adoption of proposed policy, removal of significant
nonconforming waterfront improvements, and grandfathering in minor nonconforming
improvement with an Encroachment Agreement.
