REDEVELOPMENT AGENCY BOARD MEETING
April 9, 2007

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency Board please complete a speaker’s card (next to agendas) and give it to the Council/Agency Assistant (seated to the left of the Council/Redevelopment Agency Board). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council/Agency Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Redwood City Recycled Water Project – Public Information and Outreach Services

Recommendation:
By Motion, approve Amendment No. 2 to the professional services agreement with Data Instincts for continued public information and outreach services, and authorize the City Manager to execute the agreement amendment.

Amendment No. 2 to Green, de Bortnowsky & Quintanilla, LLP Legal Services - Redevelopment Agency Board

Recommendation:
By motion, approve Amendment No. 2 to the Agreement with Green, de Bortnowsky & Quintanilla, LLP for legal services to provide special counsel to the Agency as required in connection with its redevelopment activities, with an additional authorization not to exceed $75,000.

Keyser Marston Associates Consultant Services Agreement Amendment No. 3 - Redevelopment Agency Board

Recommendation:
By motion, approve Amendment No. 3 to the Agreement with Keyser Marston Associates (KMA) for professional consulting services to assist the Agency in planning, monitoring and negotiating various redevelopment projects and programs, in an amount not-to-exceed $60,000.

Joint Use of the San Mateo County’s Parking Garage

Park and Recreation Commission Recommended Park Rule Changes

Recommendation:
Introduce an ordinance to delete existing Chapter 25 Parks and Recreation Areas of the Redwood City Municipal Code and replace with the new Chapter as recommended by the Parks and Recreation Commission and modify Chapter 2 to change the Commission name to Parks, Recreation and Community Services Commission to correspond with the name of the Department.

9. PUBLIC HEARING -

A.

885 Woodside Road Precise Plan

5) Council discussion;

Recommendation:
Adopt a Resolution approving the 885 Woodside Road Precise Plan, as revised, based upon the findings that the project demonstrates three or more of the following features: superior mixed use design, incorporation of affordable housing; incorporation of public or community facilities; transportation demand management; efficient and innovative use of infrastructure and nonrenewable resources or innovative use of shared parking (Attachment 2) and contingent upon the following:
a) Subsequent Planning Commission recommendation to Council to approve the rezoning of property located at 885 Woodside Road from General Commercial-Residential Combining (CG-R) Zoning District to Planned Community (P) Zoning District.¹
b) The City Council would then hold another public hearing to consider just the rezoning.
c) If Council approves the rezoning, then the Precise Plan would officially be approved.
