(CCTV) inspection services for the annual Sewer Replacement
Program

Recommendation:
By motion, approve the agreement with Pacific Liners of Vacaville, California
to provide CCTV inspection services for the annual Sewer Replacement Project
in an amount not to exceed $68,880 and authorize the City Manager to execute
same.
Agreement for Professional Services with
The Covello Group, Inc. (Covello) to provide Construction
Management Services for the Redwood City Recycled Water
Project – Phase I – Seaport Distribution
System – Bid Package 5 (BP 5)
Recommendation:
By motion, approve the proposed agreement with The Covello Group, Inc. of Walnut
Creek, California, to provide construction management services for the Redwood
City Recycled Water Project – Phase I – Seaport Distribution
System – Bid Package 5 for a time and materials cost not to exceed
$345,000, and authorize the City Manager to execute the same.
Recommendation:
By Motion, approve the Contract Documents, waive minor irregularities in the
bids, and award the contract for the Wayfinding Signage Program to the lowest
responsible bidder, Fluoresco Lighting & Sign Maintenance, of Tucson,
Arizona, for their bid of $209,977.79.

Amendment to Chapter 3 of the Municipal Code regulating
Advertising and Signs - The public hearing was closed
at the March 26, 2007 City Council Meeting.
Recommendation:
Continue the discussion from the March 26th City Council discussion to:
1. By Motion: Make the following findings:
• The 1999 inventory of non-conforming signs in Redwood City has been updated
and is confirmed as adequate and complete for sign amortization purposes.
• The proposed amendments conform to the California Environmental Quality
Act.
• The amended ordinance will make Redwood City’s sign ordinance consistent
with current law related to signage;
2. Rescind the existing sign ordinance (Chapter
3, Articles II “Signs” and III “Motor
Vehicle Fuel Price Signs,” of the Municipal
Code); and
3. Introduce the proposed new sign ordinance (Chapter
3, Articles II “Signs” and III “Signs
on Public Property,” of the Municipal Code)

ORDINANCE AMENDING ARTICLE ONE, TWO AND THREE OF

Recommendation:
1. Direct the Mayor to sign the U.S. Mayors Climate Protection Agreement (i.e.
Cool Cities Campaign); and
2. Provide direction to staff on whether Council would like to be presented
with
budget options for addressing the issue of climate protection (i.e. different potential levels of activity).
Recommendation:
Continue to support City Staff’s efforts to prepare the Redwood City
Community for response to and recovery from a natural or man made disaster.

Recommendation:
In connection with the sale of not more than $15.5 million PFA water revenue
bonds to finance water recycling project expenditures and encumbrances projected
to be made over the next 18 months, adopt a resolution approving, in substantially
final form:
• An Installment Purchase Contract (City and
PFA);
• An indenture of Trust (PFA);
• A Continuing Disclosure Agreement with the trustee for the 2007 Bonds
(City);
• A Preliminary Official Statement and its distribution (City and PFA);
• An Official Notice of Sale (City and PFA); and,
authorizing all actions specified in the resolution
in connection with the issuance of the Water Revenue
Bonds.

Recommendation:
By motion, approve the entering into a contract with Redflex Traffic Systems
for the installation and implementation of an automated red-light photo enforcement
system.

Legislation described in the League of California Cities
Priority Focus Bulletin No. 14-2007. Council may direct
staff to act on positions taken by Council. (Copies
