MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Community Development Block Grant (CDBG) and City General Fund Funding Agreements for Fiscal Year 2007/08

Annexation of Assessor’s Parcel Number 058-040-190 to the Oak Knoll Sewer Maintenance District

Recommendation
Adopt a resolution approving the sewer annexation of APN 058-040-190 to the Oak Knoll Sewer Maintenance District subject to the following conditions.
1. Property owner pays a sewer connection fee of $550.00 per connection to the City.
2. The property owner agrees to consent to future annexation of the property to the City.

Approval of Master Agreement for Federal-aid to transportation projects and approval of Program Supplement Agreement No. N003 for grant funding of the 2006-2007 Street Overlay Project.

Recommendation
1. Approve, by resolution, the Master Agreement (Administering Agency-State Agreement for Federal-Aid Projects) No. 04-5029R for Federal/State funding of local transportation projects; and authorize the City Manager to execute same and amendments thereto.

2. Approve, by resolution, Program Supplement Agreement No. N003 which provides specific funding (Surface Transportation Program) for a specific project (the 2006-2007 Street Overlay Project); and authorize the City Engineer to execute same, subsequent Program Supplement Agreements, and amendments thereto.

Recommendation
Introduce an ordinance adding Article XVI to Chapter 18 (Local Improvements And Planning) of the City Code Regarding the Parks Impact Fee and Setting the Rates for Such Fee at 50% of the possible maximum.

Resolution to approve Redwood City’s Final Regional Housing Need Allocation (RHNA) for the 2007-2014 General Plan Housing Element planning period.

Recommendation
Adopt a Resolution confirming participation in the San Mateo County Sub-region for the Regional Housing Needs Allocation (RHNA) Process and acceptance of the assigned housing share in accordance with the Technical Advisory Committee (ATC) and Policy Advisory Committee (PAC) recommendation. See Attachment 1 for Draft Resolution.
