*ATTENTION SPEAKERS: If you wish to address the City Council Redevelopment Agency Board please complete a speaker’s card (next to agendas) and give it to the Council/Agency Assistant (seated to the left of the Council). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. 6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/REDEVELOPMENT AGENCY BOARD

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council/Agency Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the City Council meeting minutes of October 8, 2007.

B.

Award of Contract – 2006-2007 Watermain Replacement Project

Recommendation:

Approve, by motion, the contract documents and award the contract for the 2006-2007 Watermain Replacement Project to the lowest responsible bidder, Shaw Pipeline Inc. of San Francisco, California, for their low bid of $1,958,420.00

C.

Professional Services Agreement for the Fair Oaks Access and Improvement Study for Community Mobility. City Council/Redevelopment Agency Board

Recommendation:
Authorize, by motion, the Redevelopment Agency to execute an agreement for urban planning services with Moore Iacofano Goltsman (MIG) for an amount not to exceed $160,000 for the Fair Oaks Access and Improvement Study for Community Mobility.

1. Approve by resolution revisions to the City Clerks job description.
2. Approve by resolution the adoption of the job specification of Code Enforcement Officer I/II.
3. Approve resulting budget appropriations.

Conform Business License Ordinance to California State Law

Recommendation:
Introduce Ordinance Amending business license ordinance, section 32.133, to conform to Health and Safety Code section 1596.803 (b) (2) to exempt small family day care homes that provide child care for eight (8) or fewer children, and repealing section 32.154 (Adjustments) as this section has been nullified by Proposition 218.
