REDEVELOPMENT AGENCY BOARD MEETING
November 5, 2007

*ATTENTION SPEAKERS: If you wish to address the City Council Redevelopment Agency Board please complete a speaker’s card (next to agendas) and give it to the Council/Agency Assistant (seated to the left of the Council). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency Board, each speaker will be provided 3 minutes.

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council/Agency Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

B.

Purchase of one regenerative air sweeper

Recommendation:
Approve by motion, the purchase of one Tymco Model 600 regenerative air sweeper in the amount of $187,894.94 from GCS Western Power and Equipment of Sacramento, CA under cooperative purchase provisions of the City and County of San Francisco’s recent competitive Bid Number ITSF07000637/CD.

C.

Right of Entry and License Agreements to Implement Downtown Phantom Gallery Program. City Council/Redevelopment Agency Board

Recommendation:
Grant the Redevelopment Executive Director the authority to enter into right-of-entry and license agreements, in a form substantially equivalent to Attachment 2, with downtown property owners for the “Phantom Galleries Program” and other promotional opportunities.

Redevelopment Agency lease for vendor space 1B; City license for food service in license area 1B at Courthouse Square. City Council/Redevelopment Agency Board

Recommendation:
1. Authorize, by motion, the Redevelopment Agency to execute a lease with Daily Boost LLC doing business as “Daily Boost” for Lease Area 1B in Courthouse Square
2. Authorize, by motion, the City to execute a license with Daily Boost doing business as “Daily Boost” for License Area 1B in Courthouse Square

E.

Agreement for Service between the City of Redwood City and the Sequoia Union High School District.

Recommendation:
The City Council authorizes the execution of a contract with the Sequoia Union High School District to provide a School Resource Officer four days a week at Sequoia High School for the school year 2007 – 2008. The School District agrees to compensate the City of Redwood City $61,893.40 for these services.

Recommendation:
1. Approve a resolution designating the property located at 1816 Hopkins Avenue as a Historic Landmark based on the finding that the subject property meets the historic designation criteria, per section 40.6 of the Redwood City Historic Preservation Ordinance as listed below:
· The property exemplifies or reflects special elements of the City’s cultural, aesthetic or architectural history;
· It is identified with persons or events significant in Local, State, or National History;
· It embodies distinctive characteristics of a style, type, period, or method of construction, or is a valuable example of the use of indigenous materials or craftsmanship; and
· It is representative of the notable work of a builder, designer, or architect.
