The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. Recommendation:
That the Agency:
(1) authorize by Resolution, Purchase Agreement & Escrow Instructions for 611 Heller Street and Authorize City Manager and Redevelopment Agency Executive Director to execute all documents pertaining thereto; and
(2) approve by Motion, the immediate demolition of the existing structure after obtaining environmental clearance from the Regional Air Quality Management District.

1. Introduce the building codes and water main upgrade ordinances for first reading on December 17, 2007

ORDINANCE REPEALING ARTICLES IV, V, VI, VII, AND VIII OF CHAPTER 9 OF THE CODE OF THE CITY OF REDWOOD CITY; AMENDING ARTICLES II, III, AND IX; AND ADDING ARTICLES IV, VI, VII, AND VIII OF CHAPTER 9 TO THE CODE OF THE CITY OF REDWOOD CITY RELATING TO THE ESTABLISHMENT OF REGULATIONS AND STANDARDS FOR BUILDINGS AND STRUCTURES IN THE CITY OF REDWOOD CITY AND ADOPTING BY REFERENCE THE FOLLOWING CODES: “THE INTERNATIONAL BUILDING CODE, 2006 EDITION; THE INTERNATIONAL PROPERTY MAINTENANCE CODE, 2006 EDITION”; “THE UNIFORM MECHANICAL CODE, 2006 EDITION”; “THE UNIFORM PLUMBING CODE, 2006 EDITION”; “THE INTERNATIONAL CODE COUNCIL ELECTRICAL CODE ADMINISTRATIVE PROVISIONS, 2006 EDITION”; AND “THE NATIONAL ELECTRICAL CODE, 2005 EDITION”

Adoption of the 2006 International Fire Code and Local Amendments.

Recommendation:
1. Introduce the fire code ordinance for first reading on December 17, 2007 and consider the adoption of the fire code with necessary local amendments on January 14, 2008.

AN ORDINANCE REPEALING ARTICLE II OF CHAPTER 12 OF THE CODE OF THE CITY OF REDWOOD CITY; ADDING ARTICLE II OF CHAPTER 12 TO THE CODE OF THE CITY OF REDWOOD CITY RELATING TO FIRE PREVENTION; AND ADOPTING BY REFERENCE THE “INTERNATIONAL FIRE CODE, 2006 EDITION,” AS PUBLISHED BY THE INTERNATIONAL CODE COUNCIL

2. By resolution (a) determine that local conditions require modification to the International Fire Code and (b) approve the associated findings of fact; and by ordinance, adopt the proposed changes to the Redwood City Municipal Code for Fire Prevention.

Recommendation:
1. Adopt a Resolution Making Certain Findings Concerning Mitigation Measures, Adopting a Mitigation Monitoring and Reporting Program, Making Findings Concerning Alternatives, and Adopting a Statement of Overriding Considerations in Accordance with the California Environmental Quality Act for the Peninsula Park Project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION MEASURES, ADOPTING A MITIGATION MONITORING AND REPORTING PROGRAM, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR PENINSULA PARK

2. Adopt an Ordinance Amending Article 60, Zoning Map No. 22 of Ordinance No. 1130, the Redwood City Zoning Ordinance, As Amended, to Rezone Properties Located Within the Peninsula Park Precise Plan Area, as further described in this ordinance, from the Existing General Commercial “CG” Zoning District to the Planned Community “P” Zoning District.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING ARTICLE 60, ZONING MAP NO. 22 OF ORDINANCE NO. 1130, THE REDWOOD CITY ZONING ORDINANCE, AS AMENDED, TO REZONE PROPERTIES LOCATED WITHIN THE PENINSULA PARK PRECISE PLAN AREA, AS FURTHER DESCRIBED IN THIS ORDINANCE, FROM THE EXISTING ZONING DISTRICTS TO THE PLANNED COMMUNITY DISTRICT.

3. Adopt a Resolution approving the Peninsula Park Precise Plan, including the suggested revisions to the Precise Plan, and Adopting the Peninsula Park Precise Plan Mitigation Monitoring and Reporting Checklist (MMRP) and Making the MMRP a part of this Precise Plan in order to mitigate or avoid significant environmental effects.

4. Adopt an Ordinance for the Development Agreement between the City of Redwood City and R.C. Peninsula Park LLC, including the Affordable Housing Plan and the Infrastructure and Financing Plan.
