Items on the Consent Calendar are considered to be routine by the City Council will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Award of Contract – Redwood City Recycled Water Project – Phase I – Seaport Distribution System – Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw Drive, Penobscot Drive, and Galveston Drive) Project.

Recommendation:
Approve, by motion, the contract documents and award the contract for the Redwood City Recycled Water Project – Phase I – Seaport Distribution System – Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw Drive, Penobscot Drive, and Galveston Drive) Project to the lowest responsible bidder, Delta Excavating Inc. of Antioch, California, for their low bid of $908,230.00.

Redwood City Recycled Water Project

AMENDING ARTICLE 60, ZONING MAP NO. 12 OF ORDINANCE NO. 1130, THE REDWOOD CITY ZONING ORDINANCE, AS AMENDED, TO PREZONE THE PROPERTIES AT 343, 357, 367, AND 375 ALAMEDA DE LAS PULGAS ROAD, AS FURTHER DESCRIBED IN THIS ORDINANCE, FROM THE EXISTING COUNTY ZONING DESIGNATION OF “RS-1/S7” (RESIDENTIAL SINGLE-FAMILY WITH S7 DEVELOPMENT CRITERIA) ZONING DISTRICT TO THE REDWOOD CITY “R-1” (RESIDENTIAL SINGLE-FAMILY) ZONING DISTRICT (First reading January 14, 2008, publication date January 23, 2008).

7. STAFF REPORT

A.

Agreement for Professional Services for Redwood City’s New General Plan

Recommendation:
1. Approve an agreement with Hogle-Ireland, Inc. to provide professional services for the preparation of the New General Plan and authorize the City Manager to execute the agreement and authorize any contingency work.

2. Authorize, by resolution, the transfer of funds with the unappropriated fund balance within the General Fund reserves and appropriated to Strategic Planning Professional Services account in the amount of $1,467,655 for preparation of the new Redwood City General Plan.

RESOLUTION AUTHORIZING THE TRANSFER OF FUNDS FROM THE UNAPPROPRIATED FUND BALANCE WITHIN THE GENERAL FUND RESERVES AND APPROPRIATED TO STRATEGIC PLANNING PROFESSIONAL SERVICES ACCOUNT IN THE AMOUNT OF $1,467,665 FOR PREPARATION OF THE NEW REDWOOD CITY GENERAL PLAN.

Recommendation:
1). Adopt a Resolution amending the General Plan land use map of the subject property from Low and Medium Density Residential, Commercial/Office, Open Space, and Urban Reserve to Medium Density Residential, Schools, Public, and Quasi Public, and Open Space.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING THE STRATEGIC GENERAL PLAN OF THE CITY OF REDWOOD CITY LANDUSE MAP TO CHANGE THE GENERAL PLAN LAND USE DESIGNATION OF PROPERTY LOCATED IN THE PRESERVE AT REDWOOD SHORES PRECISE PLAN AREA FROM LOW AND MEDIUM DENSITY RESIDENTIAL, COMMERCIAL/OFFICE, OPEN SPACE, AND URBAN RESERVE TO MEDIUM DENSITY RESIDENTIAL, SCHOOLS, PUBLIC AND QUASI PUBLIC, AND OPEN SPACE.

2). Introduce an Ordinance amending Article 60, Zoning Map 20 (Peninsula Neighborhood) to rezone the subject property from TP (Tidal Plain) to P (Planned Community) District.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING ARTICLE 60, ZONING MAP NO. 20 OF ORIDNANCE 1130, THE REDWOOD CITY ZONING ORDIANNCE, AS AMENDED, TO REZONE THE PROPERTY LOCATED WITHIN THE PRESERVE AT REDWOOD SHORES (AREA H) PRECISE PLAN AREA FROM TP (TIDAL PLAIN) ZONING DISTRICT TO THE P (PLANNED COMMUNITY) ZONING DISTRICT.

3). Adopt a Resolution approving the Preserve at Redwood Shores Precise Plan and recommended changes (the “Precise Plan”), adopting and incorporating the Mitigation Monitoring and Reporting Program into the Precise Plan, and making the required CEQA findings.
