Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Council Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Early Entry Shelter Pilot Program Agreement with San Mateo County Human Services Agency Shelter Services.

Recommendation:
Approve and authorize the City Manager to sign the Early Entry Shelter Pilot Program Agreement between San Mateo County Human Services Agency Shelter Services and the City of Redwood City for the period of January 1 – June 30, 2008.

6.2 Section – Resolution

A.

Authorization to Submit 2008-09 Application to San Mateo County Community Development Block Grants (CDBG) and designate contact person.

Recommendation:
Approve resolution to authorize the submission of an application for the Early Entry Shelter Program (EESP) at the Fair Oaks Community Center to the San Mateo County Department of Housing for CDBG Funding for FY 08-09 and to designate Human Services Manager, Teri Chin as the contact person.

Advance Deposits for Opening Utility Accounts and Shutting Off Services on Delinquencies.

Recommendation:
Approve by resolution a policy of collecting a $100.00 deposit to open new utility accounts, sending reminder notices to customers after 30 days of issuance of utility bills, and shutting off utility services if the accounts are delinquent after 47 days.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING ARTICLE 60, ZONING MAP NO. 20 OF ORDINANCE 1130, THE REDWOOD CITY ZONING ORDINANCE, AS AMENDED, TO REZONE THE PROPERTY LOCATED WITHIN THE PRESERVE AT REDWOOD SHORES (AREA H) PRECISE PLAN AREA FROM TP (TIDAL PLAIN) ZONING DISTRICT TO THE P (PLANNED COMMUNITY) ZONING DISTRICT (First reading January 28, 2008, publication date February 5, 2008).

B.

Solid Waste Collections Rate Increase

Recommendation:
It is recommended that the City Council approve by resolution a 5% increase in the overall revenue requirement for Allied Waste Industries, the City’s franchised waste hauler, effective February 12, 2008 and approve the implementation of a progressive rate structure for commercial subscribers. For typical residential customers who have one 32-gallon container picked up once a week, the increase will amount to $0.19 per month.

Recommendation:
1. Conduct a Public Hearing, and by resolution, authorize the expenditure of $148,112 in the Fiscal Year 2007-2008 Supplemental Law Enforcement Services Funds (COPS).
2. Appropriate unused COPS funds from FY2006-07 in the amount of $3,036 to the approved FY2007-08 Police Department Operating Budget.
