6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL/REDEVELOPMENT AGENCY BOARD.

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/Deputy Agency Assistant.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Joint City Council and Redevelopment Agency meeting minutes of February 11, 2008.

Purchase of Three Utility Trucks.

Recommendation:
Approve by motion the purchase of three utility trucks from San Francisco Ford of San Francisco, CA in the amount of $182,297.27.

Disposal of Surplus Property.

Recommendation:
Approve by motion and declare the vehicles and equipment on the list surplus, and authorize staff to sell the items per City procedure.

Purchase of Six Police Patrol Cars.

Recommendation:
Approve by motion the purchase of six Ford Crown Victoria patrol cars in the amount of $150,449.88 from San Francisco Ford of San Francisco, California under the cooperative purchasing agreement of the City and County of San Francisco’s Bid #POAC6500020.

Professional Services Agreement for the Citywide Traffic Modeling Project.

Recommendation:
Approve, by motion, an agreement with TJKM Transportation Consultants (“TJKM”) of Pleasanton to provide a citywide traffic model for an amount not to exceed $142,195.00, and authorize the City Manager to increase the contract amount up to 10% if necessary.

6.2 Section – Final Acceptance

A.

Final Acceptance – 2007 Water Tank Exterior Recoating Project.

Recommendation:
Accept, by motion, the 2007 Water Tank Exterior Recoating Project and authorize the release of bonds and retention according to City procedures.

6.3 Section - Resolutions

A.

Environmental Oversight Agreement for the Bradford parcels with the State Department of Toxic and Substance Control – Redevelopment Agency Board.

Recommendation:
Approve the Resolution to enter into an Environmental Oversight Agreement with the State Department of Toxic and Substance Control Board in an amount not to exceed $18,100 for the Bradford parcels.

RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO ENTER INTO AN ENVIRONMENTAL OVERSIGHT AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCES CONTROL TO OVERSEE THE REMEDIATION OF THE BRADFORD PARCELS PROPOSED FOR AFFORDABLE HOUSING IN AN AMOUNT NOT TO EXCEED $18,100.

Water Connection and Service – 1340 Edgewood Road, unincorporated San Mateo County, CA.

Recommendation:
Approve, by resolution, a request to the Local Agency Formation Commission (LAFCo) for extension of water service outside jurisdictional boundaries to 1340 Edgewood Road, unincorporated San Mateo County, pursuant to Government Code Section 56133.

B.

Update on the Community Working Group on Bicycle/Pedestrian Issues, and recommended next steps.

Recommendation:
1. Conclude the trial period of the Community Working Group on Bicycle/Pedestrian Issues (“Working Group”) and acknowledge the Working Group’s accomplishments.
2. Indicate consensus to the question: Does the City Council find that adding an advisory committee to the City’s structure provides benefits to the community and nexus to Council priorities that justify additional staffing efforts and associated costs?
3. Provide input on the preferred scope of a new Council-appointed Bicycle and Pedestrian Advisory Committee (“Advisory Committee”), including tasks to address, as well as tasks that fall outside the Advisory Committee’s scope.
4. Appoint three people (one each Council Member, Working group representative, and staff member) to research and recommend the scope, duties, responsibilities, and bylaws of an Advisory Committee.
