Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. Amendment No. 1 to the Disposition and Development Agreement with the Peninsula Habitat for Humanity for the Lincoln Town Home Project – Redevelopment Agency Board.

Recommendation:
That the Redevelopment Agency Board:
1. Approve by resolution Amendment No. 1 to the Disposition and Development Agreement (DDA) with Peninsula Habitat for Humanity (PHfH) for the Lincoln Town Home project, and

RESOLUTION OF THE REDWOOD CITY REDEVELOPMENT AGENCY APPROVING THE AMENDED DISPOSITION AND DEVELOPMENT AGREEMENT BY AND BETWEEN THE REDWOOD CITY REDEVELOPMENT AGENCY AND PENINSULA HABITAT FOR HUMANITY

2. Approve and appropriate $632,826.75 of Redevelopment Housing Set Aside funds (Acct. No. 806-71953) for the Peninsula Habitat for Humanity Lincoln Town Homes project (Acct. No. 806-71626).

Peninsula Celebration Association’s 70th Annual Fourth of July Celebration.

6.2 Section – Final Acceptance

A.

Final Acceptance – 2007 Wayfinding Signage Program - Redevelopment Agency Board.

Final Acceptance – 611 Heller Street Demolition Project- Redevelopment Agency Board.

A (2). Housing and Human Concerns Committee 2008/2009 Funding Recommendations for the Human Services Financial Assistant (HSFA) Program.

Recommendation:
Direct staff to incorporate the Housing and Human Concerns Committee’s recommendations for HSFA for Fiscal Year 08-09 into the Fiscal Year 08-09 budget to be presented for review by Council in June. HSFA recommendations are being presented this evening as part of the overall Annual Action Plan for the City’s use of U.S. Department of Housing and Urban Development (HUD) funds. The Council will take no action at this time.

Cañada College Faculty/Staff Housing Project: (1) Appeal of Planned Development (PD) Permit conditional approval; (2) General Plan Designation; (3) Pre-Zoning; (4) Property Tax Exchange; and (5) Regional Housing Needs Allocation (RHNA) housing unit exchange.

Recommendation:
1. Deny Appeal, by Miller Starr Regalia on behalf of the Woodhill Estates Homeowner’s Association (HOA), of the Planning Commission’s decision to conditionally approve the Planned Development (PD) Permit for the 60-unit (Mediterranean Style) Cañada College housing project as the PD permit is no longer at issue – Cañada College having withdrawn its Planned Development Permit and having re-submitted a new (Arts and Crafts-style) PD application. Further, the previously approved Planned Development Permit should be revoked. The original (Mediterranean-style) PD plan submittal was previously provided to the City Council.

2. Adopt the findings associated with the proposed General Plan and Prezoning approvals provided in Attachment 4.

3. Adopt a Resolution to amend the Strategic General Plan of the City of Redwood City to provide a General Plan Land Use Designation of “Medium Density Residential” to a 3.3 acre portion of uninhabited property located at Cañada College Parking Lot 3 (APN 058-320-340), that is currently located in the Town of Woodside, contingent upon the Town of Woodside’s approval of the property tax exchange agreement and Local Agency Formation Commission’s (LAFCO) approval of project site annexation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AMENDING THE STRATEGIC GENERAL PLAN OF THE CITY OF REDWOOD CITY TO PROVIDE A GENERAL PLAN LAND USE DESIGNATION OF MEDIUM DENSITY RESIDENTIAL TO A PORTION OF UNINHABITED PROPERTY GENERALLY LOCATED AT PARKING LOT 3 OF THE CANADA COLLEGE CAMPUS

4. Introduce an Ordinance to amend Article 60, Zoning Map No.17 of Ordinance No. 1130, Redwood City Zoning Ordinance to prezone a 3.3 acre portion of uninhabited property located at Cañada College Parking Lot 3 (APN 058-320-340), currently located in the Town of Woodside, to R-3 (Multi-Family Low Density Residential) Zoning District, contingent upon the Town of Woodside’s approval of the property tax exchange agreement and LAFCO’s approval of project site annexation.

AN ORDINANCE OF THE CITY COUNCIL OF REDWOOD CITY AMENDING ARTICLE 60, ZONING MAP NO. 17 OF ORDINANCE NO. 1130, THE REDWOOD CITY ZONING ORDINANCE, AS AMENDED, TO PREZONE A PORTION OF UINHABITED PROPERTY LOCATED AT PARKING LOT 3 OF THE CAÑADA COLLEGE CAMPUS, AS FURTHER DESCRIBED IN THIS ORDINANCE, TO THE R-3 (MULTI-FAMILY LOW DENSITY RESIDENTIAL) ZONING DISTRICT (First reading April 28, 2008).

5. Adopt a Resolution approving the Property Tax Exchange for the subject 3.3 acre project site between the Town of Woodside, Woodside Fire Protection District and the City of Redwood City contingent upon the Town of Woodside and Woodside Fire Protection District also approving such a resolution.

RESOLUTION OF THE CITY OF REDWOOD CITY MAKING DETERMINATION OF PROPERTY TAX EXCHANGE PURSUANT TO PROVISIONS OF CHAPTER 282, SECTION 59, PART 0.05, IMPLEMENTATION OF ARTICLE XIIIA OF THE CALIFORNIA CONSTITUTION COMMENCING WITH SECTION 95, DIVISION 1, OF THE REVENUE AND TAXATION CODE

6. Adopt a Resolution approving the revised Regional Housing Need Allocation (RHNA) consistent with State Housing Element Law contingent upon Woodside also approving the agreement. The revised RHNA includes an additional 24 units for Redwood City; and the Town of Woodside and will reduce their RHNA by 24 units as part of the “exchange” that acknowledges the cooperation of the two agencies for the Cañada housing project.

Ordinance amendment to modify parking meter rates and time periods.

Recommendation:
Introduce Ordinance amendment to Chapter 20, Article VII, Division 4 Sections 116, 117, 118, 119, 120, 133, and 134 and Chapter 20, Article VII. Division 9 Section 184 of the Redwood City Code to modify the:
1. Hours of parking enforcement for the downtown parking meters: Change the parking enforcement periods from 10 AM to 8PM in some areas, to a consistent 10 AM to 6 PM in all areas. This increases the time periods that free parking is available in the downtown core.
2. Hourly rates of downtown parking: Simplify the hourly rate schedule from three different rates to two, by eliminating the $0.75/hour meter rate and replacing it with a $0.50/hour rate. This impacts metered parking on Broadway, Theatre Way, Redwood Creek Crossing, and in the City Hall lot. As a result of all downtown parking meter rates will be either $0.25/hour or $0.50/hour, depending on location.
3. Hours of parking enforcement at the Jefferson and Marshall Street garages and the Middlefield lot: Update the ordinance to reflect the hours of enforcement approved by Council at the August 27, 2007 City Council meeting per the updated parking Facilities Agreement between the City and RREEF, owners of the Cinema Block.
