MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Joint City Council and Redevelopment Agency Board meeting minutes of May 19, 2008, the Joint City Council and Redevelopment Agency Board meeting minutes of June 9, 2008, the Special Ethics Training on June 10, 2008, the Special Joint City Council and Community Facilities District Board meeting minutes of June 16, 2008, the Joint City Council and Redevelopment Agency Board meeting minutes of June 23, 2008, and the Special City Council meeting minutes of June 30, 2008 as submitted.

B.

Amendment No. 1 to the Agreement dated June 14, 2007, between City/County Association of Governments of San Mateo County (“C/CAG”) and the City of Redwood City for award of funding for implementation of shuttle programs under the “Local Services Shuttle Program” component of the Congestion Relief Plan.

Recommendation:
Authorize the City Manager, by motion, to sign Agreement No. 1 and similar amendments to the Funding and Management Agreement for the Community Shuttle Service Pilot Program.

C.

Agreement between the City of Redwood City serving as fiscal agent for Redwood City 2020 and Redwood City School District for the support of Redwood City Community Schools for FY 08/09.

Recommendation:
Approve and authorize the City Manager to execute the agreement between the City of Redwood City, serving as fiscal agent for Redwood City 2020 (RC 2020), and Redwood City School District to support the Redwood City Community Schools for FY 2008-2009.

6.2 Section – Final Acceptances

A.

Final Acceptance – Clarity Homes Subdivision.

Recommendation:
Accept, by motion, the construction improvements for the Clarity Homes Subdivision located at 71 and 77 Oakwood Drive and release the bonds after receipt of a one-year warranty bond in the amount of $28,500.00 in accordance with the Subdivision Agreement, Paragraph 9.

B.

Final Acceptance – Redwood City Recycled Water Project – Phase I – Seaport Distribution System – Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw Drive, Penobscot Drive, and Galveston Drive) Project.

Recommendation:
Accept, by motion, the Redwood City Recycled Water Project – Phase I – Seaport Distribution System – Bid Package 6 (Seaport Boulevard, Chesapeake Drive, Saginaw Drive, Penobscot Drive, and Galveston Drive) Project and authorize the early release of 50% of the retention ($46,104.75), the release of bonds, and release of the remaining 50% of the retention according to City procedures.

Acquisition of police patrol vessel.

Recommendation:
1. By Motion, approve a Memorandum of Understanding between the City of Redwood City and the California Department of Boating and Waterways to acquire a police patrol vessel.
2. By Resolution, amend the Police Department budget for Fiscal Year 2008-09, to include funding for vessel and trailer maintenance, fuel, and operations equipment.

Amendment of San Mateo County/Cities Joint Nondisposal Facility Element.

Recommendation:
Adopt a resolution amending the Joint Nondisposal Facility Element (NDFE) to include Ferma Corporation’s proposed medium volume (25-174 tons/day) Construction and Demolition/Inert (CDI) and medium volume (200-500 ton/day) Wood Debris Recycling Facilities on a three acre site located at 475 Seaport Boulevard on Port of Redwood City property.

Amendments to the GID 1-64 Fund Budget for Fiscal Year 2008-2009 and Authorize the Execution of a Professional Services Agreement with Moffat & Nichol in the amount of $113,344.00 for Exterior Levee Assessment.

Recommendation:
1. By resolution, approve an amendment to the General Improvement District 1-64 Budget to include the GID 1-64 appropriations in the Fiscal Year 2008-09 Capital Improvement Program, appropriating and canceling funding for specified purposes during Fiscal Year 2008-2009.

RESOLUTION APPROVING AND AUTHORIZING THE PROPOSED AMENDMENTS TO THE GENERAL IMPROVEMENT DISTRICT 1-64 BUDGET TO BE INCLUDED IN THE CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEAR 2008-2009, APPROPRIATING AND CANCELLING CERTAIN FUNDS FOR SPECIFIED PURPOSES DURING FISCAL YEAR 2008-2009

2. Approve, by motion, the professional service agreement with Moffat & Nichol for assessment of the elevation and geotechnical conditions of the perimeter levee protecting Redwood Shores in an amount not to exceed $113,344.00 and authorize the City Manager to increase the contract amount up to 10% if necessary.

D.

Award of Sole Source Public Works Contract – Hoover Synthetic Turf Field Replacement Project.

Recommendation:
Authorize, by resolution, the sole source contract for purchase and installation of synthetic turf for the Hoover Synthetic Turf Field Replacement Project with FieldTurf Builders Co., of Wilsonville, Oregon in an amount not to exceed $905,447.00 and suspend the requirements of Article VII, Chapter 2 of the Municipal Code governing competitive bidding, and authorize the City Manager to increase the contract amount up to 10% if necessary.

RESOLUTION APPROVING THE SOLE SOURCE PURCHASE OF SYNTHETIC TURF FROM FIELDTURF BUILDERS, LLC AND THE SOLE SOURCE AWARD OF THE ENTIRE HOOVER SYNTHETIC TURF REPLACEMENT PROJECT AS SPECIFIED IN THE PLANS AND SPECIFICATIONS FOR AN AMOUNT NOT TO EXCEED $905,447, AND SUSPENDING THE REQUIREMENTS OF ARTICLE VII, PURCHASING, OF CHAPTER 2 OF THE MUNICIPAL CODE RELATING TO COMPETITIVE BIDDING FOR THIS PURCHASE, AND AUTHORIZING THE CITY MANAGER TO INCREASE THE CONTRACT AMOUNT UP TO TEN PERCENT IF NECESSARY
