6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the City Council and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk.

MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Joint City Council and Redevelopment Agency Board meeting minutes of July 7, 2008 as submitted.

Sewer System Management Plan (SSMP) Development Plan and Schedule.

Recommendation:
Approve by motion the “SSMP Development Plan and Schedule” for the City’s Sewer System, as required by the State Water Resources Control Board.

Sole Source Professional Services Agreement for Preventative Maintenance and Repair of Pumps and Motors – Sanitary Sewer System ITT Flygt Submersible Pumps.

Authorize by motion sole source Agreement with ITT Industries of Fairfield, CA for $89,418.76 for preventative maintenance and repair services of various sized ITT Flygt submersible sewage pumps.

Redwood City Recycled Water Project – Professional Program Management Services.

Approve by motion Amendment No. 3 to the professional services agreement with State Instincts for public information and outreach services for the Recycle Water Project, and authorize the City Manager to sign amendment.

Amendment No. 1 to the Professional Services Agreement with Moffat & Nichol for Professional Engineering and Design Services.

Approve, by motion, Amendment No. 1 to the Professional Services Agreement with Moffat & Nichol for design and engineering services for the Redwood Shores Lagoon System Dredging, not to exceed $49,301.00. Authorize the City Manager to approve amendments not exceeding 10% of the total contract value for additional scope of services.

6.2 Section – Final Acceptances

Final Acceptance – 2007-2008 Asphalt Rubber Chip Seal Project.

6.3 Section - Resolution

A.

Authorize the execution of a Memorandum of Understanding related to the San Mateo County City/County Association of Governments’ and their effort on the Smart Corridors Project.

Recommendation:
Approve and authorize the City Manager, by Resolution, to execute a Memorandum of Understanding (MOU) between the City/County Association of Governments (C/CAG), Caltrans District 4, the County of San Mateo, City of Belmont, City of Burlingame, City of Foster City, City of Millbrae, City of Redwood City, City of San Bruno, City of San Carlos, City of San Mateo, Town of Atherton, City of South San Francisco, City of Menlo Park, City of East Palo Alto, Metropolitan Transportation Commission (MTC), and the San Mateo County Transportation Authority (SMCTA) to acknowledge the Smart Corridors Project, and to agree to work cooperatively to assist in development of the Smart Corridors project.

Recommendation:
(1). Approve, by Resolution, an amendment to the Strategic General Plan Land Use Map changing the General Plan Land Use designation of the following three properties from “Heavy Commercial” to “Heavy Commercial-Mixed Use Residential:” 104 and 112 Cedar Street (APN 053-188-050 and 053-188-060, respectively); 128-132 Cedar Street and 1406 Main Street (053-188-010); and 1414 Main Street (APN 053- 188-020).

A RESOLUTION OF THE CITY COUNCIL OF THE CITYOF REDWOOD CITY TO AMEND THE STRATEGIC GENERAL PLAN OF THE CITY OF REDWOOD CITY TO CHANGE THE GENERAL PLAN LAND USE MAP TEXT OF PROPERTIES GENERALLY LOCATED IN THE VINCINITY OF CEDAR AND MAIN STREETS TO “HEAVY COMMERCIAL-MIXED USE”

(2). Introduce an Ordinance to amend Article 60, Zoning Map No. 3 as follows:
a. 104 and 112 Cedar Street (APN 053-188-050 and 053-188-060, respectively): Rezone from the General Commercial (GC) to the General Commercial-Combined Residential (CG-R) Zoning District (consists of two parcels that will be merged).
b. 128-132 Cedar Street and 1406 Main Street (APN 053-188-010: Rezone from the Industrial Restricted (IR) to the General Commercial-Combined Residential (CG-R) Zoning District.
c. 1414 Main Street (APN 053-188-020): Rezone from the Industrial Restricted (IR) to the General Commercial-Combined Residential (CG-R) Zoning District.
