REDEVELOPMENT AGENCY BOARD MEETING
December 15, 2008

*ATTENTION SPEAKERS: If you wish to address the City Council/Redevelopment Agency Board please complete a speaker’s card (next to agendas) and give it to the Deputy City Clerk/ Assistant Agency Secretary. (seated to the left of the Council/Board). By submitting the speaker’s card, the Mayor/Chair will recognize you at the appropriate time. In order to afford all members of the public the opportunity to address the City Council/Redevelopment Agency Board, each speaker will be provided 3 minutes.

Presentation: Hetch Hetchy Tour and Discussion about Water - Council Members Aguirre and Pierce and Public Works Superintendent Justin Ezell.

 

6. ORAL COMMUNICATIONS AND CONSENT CALENDAR - CITY COUNCIL REDEVELOPMENT AGENCY BOARD

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/ Assistant Agency Secretary.

MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

6.1 Section – Motions

A.

Approve the City Council meeting minutes of July 28, 2008 as submitted.

B.

Award of Contract – Hoover Park Renovation Project.

Recommendation:
Approve, by motion, the contract documents and award the contract for the Hoover Park Renovation Project to the lowest responsible bidder, Joseph J. Albanese, Inc. of Santa Clara, for their responsive and responsible low base bid of $485,272.00 and authorize the City Manager to increase the contract amount up to 10% of the amount awarded if necessary.

C.

Award of Contract – Hoover Park Prefabricated Restroom Building Replacement Project.

Recommendation:
Approve, by motion, the contract documents and award the contract for the Hoover Park Prefabricated Restroom Building Replacement Project to the lowest responsible bidder, McNabb Construction, Inc. of Lafayette, for their responsive and responsible low base bid of $149,700.00 and authorize the City Manager to increase the contract amount up to 10% of the amount awarded if necessary.

D.

Approve contract documents and reject all bids – Jefferson Avenue/Clinton Street Crosswalk Flashing Beacon Street.

Recommendation:
Approve, by motion:
a. The contract documents for the Jefferson Avenue/Clinton Street Crosswalk Flashing Beacon System,
b. Authorize staff to reject all bids and return all bid bonds for this project received from the public bidding of this project on October 29, 2008, and,
c. Approve the informal bidding of this project.

6.2 Section – Resolutions

A.

Owner Participation Agreement (OPA) for Mental Health Association of San Mateo County (MHASMC) Proposal for 15-unit affordable supportive housing project at Cedar and Lathrop Streets – APN 053-188-080 (Form of Agreement is substantially complete) - City Council/Redevelopment Agency Board.

Recommendation:
1. Approve, by Resolution, the Owner Participation Agreement by and between the Redwood City Redevelopment Agency, the City of Redwood City and Mental Health Association of San Mateo County to construct supportive housing units on land acquired by MHASMC.

RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF REDWOOD CITY APPROVING THE OWNER PARTICIPATION AGREEMENT WITH THE MENTAL HEALTH ASSOCIATION OF SAN MATEO COUNTY FOR SUPPORTIVE HOUSING AT CEDAR STREET APARTMENTS AND AUTHORIZING THE EXPENDITURE OF HOUSING SET-ASIDE FUNDS FOR THE CEDAR STREET PROJECT

2. Approve, by Resolution, the authorization of the expenditure of Housing Setaside Funds in Redevelopment Area A, not to exceed $250,000.

Update on Community Shuttle Service Pilot Program and Approval of the Recommended Name of “Climate Best Express” for the Shuttle Providing Mid-day Community Shuttle Service.

Recommendation:
1. Approve, by motion, the recommended name of “Climate Best Express” for the shuttle providing Mid-day Community Shuttle Service.
2. Approve and authorize, by motion, funding for Year 2 of the Community Shuttle Service Pilot Program.

B.

Introduction of Ordinance amending the Redwood City Municipal Code to conform to the 2007 voter-approved Communication Users Tax.

Recommendation:
Introduce an ordinance repealing and adding a new section 32.501; amending section 32.508; and repealing sections 32.502 and 32.506 of Article VII of Chapter 32 of the Redwood City Municipal Code with respect to the Utility Users Tax of the City of Redwood City.
