6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the City Council, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk.

MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approve the Joint City Council/Redevelopment Agency Board meeting minutes of August 11, 2008 as submitted.

B.

Lease Agreement for Communication Site at 1000 Radio Road.

Recommendation:
Approve a lease agreement with T-Mobile to rent the space underneath the Pacific Gas and Electricity (PG&E) tower on which they currently have their wireless telecommunication devices installed. The tower is located on a parcel owned by the City which is subject to an easement in favor of PG&E.

C.

Affordable Housing Covenant Deed Restrictions for 885 Woodside Road Condominium Housing Project.

Recommendation:
Adopt, by motion, the Declaration of Affordability Covenants (“Affordability Covenants”) and Resale Restriction Agreement and Option to Purchase for 15% of the 43-unit condominium housing project at 885 Woodside Road (six units).

Amendment to an Agreement for Professional Environmental Consulting Services.

Recommendation:
Approve by motion Amendment No. 2 to the Agreement with Impact Sciences, Inc. for professional environmental consulting services for the Finger Avenue Subdivision project not to exceed $28,850.

Authorization to Submit a 2009-2010 Application to San Mateo County Community Development Block Grants (CDBG) and designate contact person.

Recommendation:
Approve resolution to authorize the submission of an application for $15,000 in support of the Information and Referral Program at the Fair Oaks Community Center to the San Mateo County Department of Housing for CDBG Funding for FY 09-10 and to designate Human Services Manager, Teri Chin as the contact person.

A.

Adoption of Redwood City Strategic Planning Process.

Recommendation:
Council review and by motion, adopt the strategic planning process and direct staff to complete preparation and implementation of the City’s strategic plan.

B.

New General Plan.

Recommendation:
1. Advise the Planning Commission on desired process for completing the New General Plan and its companion Programmatic Environmental Impact Report, as it relates to the Cargill Saltworks Property;

2. Advise the Planning Commission of the City Council’s concurrence with the draft land use maps dated January 26, 2009 for the following study area corridors:

· Middlefield Road
· Woodside Road
· El Camino Real
· Veterans/Broadway

These study area land use alternatives, if conceptually approved, will be made part of the complete Draft Land Use Map and will be used for preparing the New General Plan Elements and associated policies. Once all of these study areas are affirmed, the Redwood City Draft Land Use Map will be designated as the “project” in the Programmatic Environmental Impact Report (EIR) for the New General Plan, pursuant to the California Environmental Quality Act (CEQA)

Ordinance prohibiting smoking in all Redwood City Parks.

Introduce an ordinance amending Section 25.2.02 (L) of the Redwood City Municipal Code to prohibit smoking in all Redwood City parks.

8. MATTERS OF COUNCIL INTEREST

A.

Legislation (information only) - This sub-section involves possible discussion of City Position on Proposed Legislation described in the League of California Cities Priority Focus Bulletin No. 1-2009 and 2-2009. 9. ADJOURNMENT: TO THE NEXT REGULAR CITY COUNCIL MEETING OF FEBRUARY 9, 2009.
