6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the City Council, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk.

MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Sale of police canine to handler.

Recommendation:
By Motion, approve the sale of Police Canine Bacchus to his handler Officer Steve Unga for the sum of one dollar ($1.00).

Construction Management Services for the Redwood City Recycled Water Project – Phase I – Seaport Distribution System – Bid Package 5A and Bayfront Distribution System – Bid Package 8.

Recommendation:
Approve, by motion, a professional services agreement with The Covello Group, Inc. of Walnut Creek to provide construction management services for the Redwood City Recycled Water Project - Phase I – Seaport Distribution System – Bid Package 5A and Bayfront Distribution System – Bid Package 8 not to exceed $312,000.00.

D.

Award of Contract – Redwood City Recycled Water Project – Phase I – Bayfront Distribution System – Bid Package 8 (East Bayshore Road, Bair Island Road, Redwood Creek, Highway 101, and Maple Street).

Recommendation:
Approve, by motion, the contract documents and award the contract for the Redwood City Recycled Water Project – Phase I – Bayfront Distribution System – Bid Package 8 Project to the lowest responsible bidder, Peak Engineering, Inc., of San Francisco, for their responsive and responsible low bid of $949,450.00 and authorize the City Manager to increase the contract amount up to 10% if necessary.

E.

Community Development Block Grant (CDBG) Funding Agreement for Fiscal Year 2008-09.

Ordinance prohibiting smoking in all Redwood City Parks.

Recommendation:
Introduce an ordinance amending Section 25.2.02 (L) of the Redwood City Municipal Code to prohibit smoking in all Redwood City parks.

B.

Study Session: Proposed California High Speed Rail Project – San Francisco to San Jose Section, on the Caltrain Corridor.

Recommendation:
1. Provide input to staff for use in the City’s official scoping comments letter to the California High Speed Rail Authority (Authority), in response to the Notice of Preparation of Environmental Impact Report/Statement (EIR/EIS).

2. Discuss possible policies, principles, and guidelines that the City Council may wish to create outlining the community’s best interests related to the proposed project, and its potential implementation alternatives.

8. PUBLIC HEARING

A.

Solid Waste Collections Rate Increase.

Recommendation:
It is recommended that the City Council approve by resolution a 1.6% increase in the overall revenue requirement for Allied Waste Industries, the City’s franchised waste hauler, effective February 10, 2009 and approve the implementation of a progressive rate structure for commercial subscribers. For typical residential customers who have one 32-gallon container picked up once a week, the increase will amount to $0.24 per month.
