6. ORAL COMMUNICATIONS AND CONSENT CALENDAR

Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/Deputy Agency Assistant.

MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Recommendation:

2008 Citizens Option for Public Safety (COPS) grant funds for the Redwood City Police Department.

Recommendation:
Conduct a Public Hearing, and by resolution, authorize the expenditure of up to $123,205 in Fiscal Year 2008-2009 Supplemental Law Enforcement Services Funds (COPS).

8. STAFF REPORTS

A.

Second Status Update from Pilot Community Tree Board.

Recommendation:
Approve by motion directing the Public Works staff to: launch a tree education program; obtain delegated authority to issue citations enforcing tree preservation ordinances; consider requiring fees for issuance of pruning and removal permits and review existing fine schedule; strengthen the city’s policies that protect trees during construction and development projects.

B.

Recommendation for Shoreway Recycling and Disposal Center Facility Operator.

Recommendation:
Alternative 1:
Provide Redwood City’s Board representative with direction on how to vote on this matter at the April 23, 2009 South Bayside Waste Management Authority (SBWMA) Board meeting, including how to respond in the event of the Board becomes “deadlocked” in this matter.

Alternative 2:
Staff recommends that the City Council direct the Redwood City’s Board representative to vote to accept the selection committee’s recommendation and begin negotiating an agreement with South Bay Recycling, LLC (SBR) for the operation of the Shoreway Recycling and Disposal Center (SRDC).

Council may also, as an element of this alternative, direct the City’s Board representative to request that the SBWMA allow SBR to recover the additional costs associated with the sorters being covered by a collective bargaining agreement.
