Items on the Consent Calendar are considered to be routine by the City Council, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor. MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Purchase of One Portable Emergency Generator.

Recommendation:
Approve by motion the purchase of one portable emergency generator in the amount of $143,273.81 from Peterson Power Systems, Inc., of San Leandro, California under the National Joint Powers Alliance’s (NJPA) contract number #100907.

Purchase of Five Police Patrol Cars.

Recommendation:
Approve by motion the purchase of five Ford Crown Victoria patrol cars in the amount of $124,821.05 from San Francisco Ford of San Francisco, California under the cooperative purchasing agreement of the City and County of San Francisco’s Bid #RQPC09000044.

C.

Disposal of Surplus Property.

Recommendation:
Approve by motion and declare the vehicles and equipment on the list of surplus, and authorize staff to sell the items per City procedure.

D.

Amendment No. 1 to professional services agreement with RMC Water and Environment for engineering design services for the Glenwood Pump Station Improvements Project.

Recommendation:
Approve, by motion, Amendment No. 1 to the agreement with RMC Water and Environment to provide engineering design services for the Glenwood Pump Station Improvements Project in the amount of $26,100 for a total amended contract value of $132,182.75.

E.

Amendment No. 1 to the agreement with Huffman-Broadway Group, Inc. for Environmental Regulatory Consulting Services related to the maintenance dredging of the Redwood Shores Lagoon.

Approve, by motion, Amendment No. 1 to the agreement with Huffman-Broadway Group, Inc. in the amount of $46,444.06 for a total contract value of $164,944.06.

Professional service agreement with Huffman-Broadway Group, Inc. in the amount of $186,700 for state and federal environmental regulatory agency permitting assistance for the San Carlos Airport Levee Improvement Project.

Recommendation:
Approve, by motion, the professional service agreement with Huffman-Broadway Group, Inc. for state and federal environmental regulatory agency permitting assistance for the San Carlos Airport Levee Improvement Project in an amount not to exceed $186,700 and authorize the City Manager to increase the amount up to 10% if necessary.

Permit Agreement with San Mateo County for Courthouse Square Storage Space.

Incremental Acceptance of Performed Work – El Camino Real “Grand Boulevard” Streetscaping Project (Broadway to Brewster Avenue).

Redwood Shores Lagoon Maintenance Dredging Project-License and Indemnity Agreement with Keech Properties, LLC.

Recommendation:
Approve License and Indemnity Agreement between Keech Properties, LLC, a California limited liability Company (“Licensor”), and the City (Licensee”) for a temporary non-exclusive license and indemnity to work within Area H in Redwood Shores to deposit dredge material on certain portions, referred to as “Borrow Ditch”.

New General Plan (Joint Session)

Recommendation:
That the City Council approve the Draft General Plan as the proposed “project description”, with input of the Planning Commission, and direct staff to complete the Environmental Impact Report (EIR) for subsequent Planning Commission certification of the EIR and subsequent Planning Commission approval and recommendation of the Draft General Plan.
