Items on the Consent Calendar are considered to be routine by the City Council/Redevelopment Agency Board, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/Assistant Agency Secretary.
MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Keyser Marston Associates Consultant Services Agreement Amendment No. 5 - City Council/Redevelopment Agency Board.

Recommendation:
Approve, by motion, Amendment No. 5 to the Agreement with Keyser Marston Associates (KMA) for financial consulting services, modifying the hourly fee schedule to reflect appropriate rates for different services.

Amendment No. 1 to the Professional Service Agreement with BKF & Associates for the engineering design of the Redwood Shores Levee Maintenance Project.

Approve, by motion, Amendment No. 1 to the professional service agreement with BKF & Associates in an amount not to exceed $50,000 and authorize the City Manager to increase the contract amount up to 10% of the amount if necessary.

Recommendation:
1. Conduct a public hearing and second reading on adoption of the Green Building Code (first reading on October 12, 2009).
2. Adopt the Green Building Code ordinance and the resolution on local conditions with the Finding of Facts pursuant to Government Code §50022.3.
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY ADDING ARTICLE X OF CHAPTER 9 OF THE REDWOOD CITY MUNICIPAL CODE, CONSISTING OF SECTIONS 9.180 – 9.185, THE “GREEN BUILDING CODE”
(First Reading/Introduction October 12, 2009; published on October 16, 2009 and October 22, 2009)
RESOLUTION FINDING AND DETERMINING THAT, BECAUSE OF LOCAL CONDITIONS, THE PUBLIC HEALTH, SAFETY, WELFARE, AND NECESSITY, REQUIRE THE ADDITION OF ARTICLE X OF CHAPTER 9 OF THE MUNICIPAL CODE OF THE CITY OF REDWOOD CITY ADOPTING A GREEN BUILDING CODE
3. Direct the City Clerk to file the adopted ordinance and resolution with the California Building Standards Commission.
4. Direct the City Clerk and staff to prepare and file a letter to the California Energy Commission requesting approval of the Green Building Code ordinance.
