Items on the Consent Calendar are considered to be routine by the City Council, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk.
MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Professional services agreements to support development of Water System Master Plan.

Recommendation:
Approve, by motion, two professional service agreements identified below as part of the water master planning effort, and authorize the City Manager to increase the contract amounts up to 10% if necessary.
1. West Yost Associates (West Yost) in an amount not to exceed $328,618 for consulting engineering services to provide water system modeling, capacity assessment, and overall coordination of the work product.
2. G & E Engineering Systems, Inc. (G & E) in an amount not to exceed $128,290 for consulting engineering services to perform a seismic vulnerability study and pipeline condition assessment.

6.2 Section – Resolution

Approval of the Memorandum of Agreement (MOA) between City and County of San Francisco and City of Redwood City (RWC) for the San Francisco Public Utilities Commission (SFPUC) Hetch Hetchy Water System Improvement Program (WSIP) – Bay Division Pipeline Reliability Upgrade Project – Bay Division Pipeline No. 5 – Peninsula Reaches Project.

Recommendation:
1. Adopt a resolution of the City Council of the City of Redwood City making findings as a responsible agency pursuant to the California Environmental Quality Act in connection with approval of a Memorandum of Agreement with the City and County of San Francisco for the Bay Division Pipeline No. 5 Project.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY MAKING FINDINGS AS A RESPONSIBLE AGENCY PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT IN CONNECTION WITH APPROVAL OF A MEMORANDUM OF AGREEMENT WITH THE CITY AND COUNTY OF SAN FRANCISCO FOR THE BAY DIVISION PIPELINE NO. 5 PROJECT
2. Approve, by motion, the Memorandum of Agreement between the City and County of San Francisco and the City of Redwood City on the construction of the Bay Division Pipeline No. 5 Project, and authorize the City Manager to execute same, and as required, amend the engineering permit conditions in the MOA.

Continued Funding for Human Services Financial Assistance Program and Redwood Family House.

Recommendation:
The Housing and Human Concerns Committee recommends that the City continue to fund the Human Services Financial Assistance Program (HSFA) and Redwood Family House at current levels and that if any reductions need to be made, they be done proportionate to the percentage taken Citywide.

Extension of the Temporary Moratorium on the Establishment and Operation of Medical Marijuana Collectives.

Recommendation:
1. Waive reading and extend a temporary moratorium on the establishment and operation of medical marijuana collectives for a maximum period of 22 months and 15 days, by 4/5 majority of the City Council.
2. Direct staff to prepare a permanent ordinance based on Council’s direction.
