Items on the Consent Calendar are considered to be routine by the City Council, and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be allocated as determined by the Mayor. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk.
MOTION: Waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

7. STUDY SESSION

Saltworks Application Review – Tier One Topics and Summary Reports.

Recommendation:
1. Consistent with prior Council direction, receive and consider the summary reports regarding the Tier One Topics for the Saltworks Development application concerning Jurisdictional Issues, Water Demand/Supply and Transportation/Circulation.
2. Due to heightened interest and the complexity of the Saltworks application, consider a public participation and involvement process that includes informational meetings, workshops, and procedural steps to fully engage the public in the environmental review process as described by the California Environmental Quality Act (CEQA) and in accordance with the City Council’s Strategic Initiative, “Community Building and Communications.”
Executive Summary
Per the City Council’s direction on August 10, 2009, the City began evaluating the Saltworks development proposal as it related to jurisdictional issues, water demand/supply, and transportation/circulation. The independent analysis associated with these “Tier One” topics has been provided in a series of summary reports, which concur that no fundamentally insurmountable issues have been identified. As such, in an effort to build on the analysis provided in the Tier One summary reports and consistent with the City Council’s previous direction, the next step in the evaluation process is to begin the process for identifying a lead CEQA consultant via a request for qualifications (RFQ) process. Unless directed otherwise, staff intends to proceed as previously directed by Council.
