PLEDGE OF ALLEGIANCE Led by Planning Commission Chairman Verdone
1. SPECIAL ORDERS OF THE DAY - None
2. ORAL COMMUNICATIONS - None
3. DISCUSSION OF GENERAL PLAN UPDATE
The Study Session was facilitated by Dr. Cecil Reeves
Community Development Services Manager Passanisi began by explaining the General Plan process and the components of the General Plan.
Discussion ensued about needing the housing element to be dealt with prior to beginning the General Plan Update process, need for bifurcation, set parameters and ground rules, seek public input, retain flexibility in order to modify later, need to identify process involving the various commissions and committees. Clarification of the method of engaging the various committees and commissions was requested and dissemination of all the information to the Chairs of the neighborhood associations. Concern was expressed about needing to ensure that all areas are dealt with. The need to display at the library the information materials and models was mentioned.
Public Comment:
John Dempsey expressed surprise that the Housing Element would not be included and desire for human services element, circulation and disaster shelter.
Peggy Tweedie thought Housing and Human Concerns Committee input expressed surprise at the Housing Element not being discussed. She felt the HHCC should have involvement working with the Planning Commission on this subject.
Mr. Murphy requested the public be informed with reports and expressed concern with the speed of the presentation. He also was concerned about the slight discussion around open space.
Clem Molony felt the circulation element of the plan is critical. He was pleased to hear about researching data of a regional nature and would recommend utilizing the Silicon Valley publications.
Council Members and Planning Commissioners began discussion of prioritizing areas. A preliminary prioritization ranking was begun, but it was determined a new list would be sent out to all Council and Planning Commission Members for clearer, more accurate ranking.
Consensus for a task force consisting of Council Members Hartnett and Ira, to include a Planning Commissioner and to discuss proposals for downtown with staff in conjunction with the General Plan Update process.
